About The Position

The NYC Department of Finance (DOF) is seeking a Borough Manager to oversee the Queens Business Center. This role is responsible for managing the day-to-day operations and supervising over 20 staff members. The Borough Manager will ensure the effective and efficient processing of tax documents, payments, and other charges collected by the department. This position requires a strong commitment to customer service, policy implementation, and staff development. The selected individual will report to the Senior Director and will work closely with various divisions within the agency, including the Adjudications Division.

Requirements

  • Must be a DOF employee serving permanently in the Administrative Manager civil service title or reachable on the current Administrative Manager Promotional Exam No. 1552.

  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty.
  • OR An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR Education and/or experience equivalent to the above, but all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience.
  • Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Responsibilities

  • Ensure the effective and efficient processing of tax documents and payments, parking violations and payments, and all other charges collected by the Department.
  • Direct staff in assisting the public with information related to the Department's purview and ensure resources are maximized.
  • Serve as the Chief Customer Service agent, handling and resolving complex issues and systemic problems, and articulating divisional goals.
  • Collaborate with the Managing Administrative Law Judge in the Adjudications Division and manage daily operational needs at the Borough Business Center.
  • Ensure staff provides customer service at the highest standards, leading in the proper application of policies, training, evaluation, and addressing Time and Leave issues, and applying disciplinary protocols.
  • Support the City's EEO Policy and Procedures by conducting supervisory meetings and ensuring employees receive EEO training.
  • Ensure the Business Center processes all work effectively and efficiently by developing action plans with supervisory staff to improve employee performance.
  • Ensure the accuracy and timeliness of weekly and monthly reports.
  • Perform special assignments and collaborate with other divisions within the agency.
  • Actively participate in implementing new policies to improve workflow and production in the Business Center.
