About The Position

The Quality & Safety Lead is responsible for driving Operational Excellence across Heath Consultants’ operations by proactively identifying performance gaps, risks, and inefficiencies within both safety and quality systems, as well as training programs. This role owns the full continuous improvement lifecycle—from issue identification and root cause analysis through corrective action, verification, and standardization. In this role, the individual serves as a steward of both the Safety Management System (SMS) and the Quality Management System (QMS), ensuring alignment with regulatory requirements and applicable standards (e.g., OSHA, DOT/PHMSA, ISO frameworks). The position leads audit programs, corrective and preventive action (CAPA) processes, and performance management systems across both disciplines. Acting as a force multiplier for operations leadership, this position ensures that key performance indicators (KPIs) are clearly defined, actively managed, and tied to measurable outcomes. The Lead reinforces a culture of accountability, disciplined execution, and continuous improvement—ensuring issues are not only tracked but permanently resolved and embedded into standard work.

Requirements

  • 5+ years of experience in both safety and/or quality systems, training, or field operations, with demonstrated understanding of their interdependence
  • Bachelor’s degree in Safety, Engineering, Environmental Science, Quality Engineering, Industrial Engineering, Manufacturing Engineering, or related technical discipline (or equivalent experience)
  • Strong background in auditing, compliance, and corrective action (CAPA) management across safety and quality domains
  • Experience with Safety Management Systems (SMS) and Quality Management Systems (QMS)
  • Knowledge of Operational Excellence principles (continuous improvement, root cause analysis, standard operating procedures (SOPs))
  • Experience in field-based operational environments including lone workers
  • Proven ability to manage KPIs and drive accountability to measurable outcomes across safety and quality
  • Experience in utility services, natural gas, pipeline, or oil & gas industries
  • Familiarity with OSHA, DOT/PHMSA regulations and ISO 9001 standards
  • Experience with KPI dashboards and data analytics tools (Power BI, Excel, etc.)
  • Background in training systems, instructional design, or competency development

Responsibilities

  • Maintain and continuously improve the Safety Management System (SMS) to ensure compliance with regulatory requirements (e.g., OSHA, DOT/PHMSA) and company standards
  • Identify safety risks, trends, and systemic issues through data analysis, audits, and field observations
  • Lead incident, near-miss, and high-potential event investigations using structured root cause analysis methodologies (e.g., 5 Whys, Fishbone)
  • Develop, track, and ensure closure of corrective and preventive actions (CAPAs) related to safety performance
  • Manage safety KPIs (leading and lagging) with clear ownership and accountability
  • Plan and conduct safety audits, field assessments, and compliance reviews
  • Promote open reporting, workforce engagement, and proactive hazard identification
  • Partner with operations to embed risk mitigation, standard work, and safe execution into daily activities
  • Maintain a working understanding of Human & Organizational Performance (HOP) principles and their practical application
  • Maintain and continuously improve the Quality Management System (QMS) to ensure compliance with company standards, ISO frameworks, and regulatory requirements
  • Develop, update, and control quality procedures, work instructions, and policies
  • Plan and execute internal, supplier, and process audits, and support external audits (customers, regulators, registrars)
  • Track audit findings and ensure effective closure of corrective actions
  • Lead Corrective and Preventive Action (CAPA) and nonconformance management processes
  • Manage quality KPIs with clear ownership and accountability
  • Analyze quality metrics to identify trends, risks, and improvement opportunities
  • Partner with operations and engineering to ensure quality requirements are embedded into field execution
  • Drive continuous improvement initiatives to reduce variation, eliminate rework, and improve process reliability
  • Evaluate training programs to ensure alignment with safety expectations, quality standards, and operational needs
  • Identify training gaps using performance data from both safety and quality systems
  • Develop and implement improvements to enhance training effectiveness and retention
  • Support competency validation processes to ensure workforce capability and readiness
  • Establish and monitor training compliance and effectiveness KPIs
  • Ensure training content reflects current safety, quality, regulatory, and operational requirements
  • Partner with operations to ensure training translates into consistent front line execution
  • Establish, track, and drive continuous improvement of KPIs across safety, quality, and training, ensuring equal visibility and accountability
  • Maintain data sources for dashboards and performance reporting systems
  • Drive issues through full lifecycle: identification, root cause, corrective action, validation, and standardization
  • Ensure improvements are sustained and embedded into standard work
  • Act as a change agent to embed continuous improvement and Operational Excellence principles across the organization
