About The Position

Empowering. BAE Systems is seeking a Quality Program Manager to support in York, PA. This is a hybrid-friendly position. As a Quality Program Manager supporting combat vehicles, you will be charged to: Manage Quality Assurance activities for engineering projects of small to moderate size and complexity. Serve as the primary point-of-contact for customer, Program Management Office, and functional staff. Determine and communicate project objectives and strategies for their accomplishment. Ensure technical, test, performance, cost, schedule and quality requirements are met and that outcomes are consistent with established engineering and management principles and practice. Review contracts to determine contract deliverable report requirements (CDRL's) and ensure compliance. Analyze budgets, needs and planning, acquire Quality Assurance resources for assigned programs, prepare Basis of Estimate (BOE) and Work Authorization Memos (WAMs). Develop, implement, and manage project issues, metrics, task definition, resource requirements, schedule, quality, and cost parameters. Assess project quality risk areas and develop risk mitigation plans. Address the various needs, concerns, and expectations of the stakeholders as the project is planned and carried out. Prepare, monitor, and control budget and schedules, reporting on technical, cost and quality status. Conceptualize and analyze designs to ensure technical outcomes are consistent with customer and company requirements. Apply knowledge of engineering principles associated with primary engineering discipline. Enhance customer understanding by guiding, reviewing, and reporting project direction and outcomes. Perform trade-off studies to ensure optimum solutions are reached. Plan and manage internal and external resources ensuring all project obligations and objectives are met. This includes identifying and acquiring resources providing project leadership and anticipating and resolving inter/intra group conflict. Represent the company with customers, program management, and subcontractors on technical project content and issues. Prepare, present, and defend project technical results and recommendations to external customers and internal management. Participate in formal technical reviews with customers and internal technical reviews with peers and subordinates. Prepare and present technical portion of assigned proposals including concept definition, technical specifications, definitions, and associated costs. Advise management on new developments and evolving organizational needs and required technical competencies.

Requirements

  • Typically requires a Bachelors degree and six years of related experience, or the overall equivalent.
  • Possess an understanding of Quality Systems Requirements, i.e. ISO 9001.
  • Knowledge of the Seven Basic Tools of Quality (fishbone diagrams, checklists, control charts, histogram, pareto charts, scatter diagrams, and flow/run charts) and a background using them as a part of their quality experience.
  • Excellent communication, interpersonal, and collaborative skills.
  • Computer proficiency in MS Suite including Teams, Power Point, Excel, Visio.
  • Ability to create and deliver effective presentations for internal and external customers.
  • Specifically, able to convey relevant information and concepts and cost to personnel unacquainted with project quality processes.
  • Practical working knowledge of Project Management (PM), Integrated Product Development, Supply Chain, Configuration Management, Transition-to-Production, Logistics, Process Improvement methodologies (e.g. BPR, Green/Black Belt), and BAE Systems' Life Cycle Management (LCM) processes.
  • Familiar with product test requirements and the execution of contractor and Government test programs.
  • Able to coordinate or lead personnel considered as indirect reports to accomplish work activities.
  • Excellent organization and time management skills with the ability to prioritize and multitask.
  • Ability to develop, analyze, and manage budgets.
