About The Position

This Quality & Mission Assurance (QMA) Lead in Tucson, AZ will serve as the interface for the program, customers and suppliers, ensuring the effective implementation of all the QMA requirements of the program, and providing oversight and coordination to the in-country supplier quality managers supporting program requirements. This business may include some industrial participation, both co-development and co-production, domestic and International. Short & Medium-Range Ground Based Air Defense (SMGBAD) Sub Strategic Business Unit (SSBU) is part of the Land and Air Defense Systems (LADS) Strategic Business Unit (SBU). This strategic portfolio provides proven capabilities to our customers worldwide. You will be responsible for promoting and executing a thorough quality mindset, practices, knowledge sharing, and collaboration. You will oversee implementation of strategic quality improvements in the program and will eventually develop a team of direct and indirect reports.

Requirements

  • Typically requires Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) and twelve (12) years of relevant experience.
  • Relevant experience is quality or engineering experience within the defense industry.
  • Minimum 6 years’ customer interface management experience (i.e., Acquisitioned Customers, Defense Contract Management Agency (DCMA)).
  • Earned Value Management System (EVMS) certification and experience with earned value (EV) performance-to-cost, schedule, and technical performance - including working experience with cost accounting methodologies.
  • Experience establishing cost estimates and Basis of Estimates (BOE).
  • Experience in both production and design phases of a program to include experience in a related production discipline (e.g. operations, supply chain, engineering, or quality).
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Successful track record of leading initiatives and delivering business solutions that result in reduced operating costs, maximized profit, and optimum customer satisfaction.

  • Works effectively with cross-functional teams at all levels.
  • Excellent communication skills – both written and verbal.

Responsibilities

  • Engage on both strategic and tactical levels, focusing on quality, cost and schedule performance, early engagement, influencing and providing differentiating quality value to program teams and customers.
  • Develop and grow a team of Quality Program Leads.
  • Prime QMA interface with the program, customers, and supporting Integrated Product Teams (IPTs).
  • Responsible for guidance, leadership, and support on all matters pertaining to technical quality and financial performance, and compliance to Raytheon procedures and contractual requirements.
  • Establish effective relationships with internal and external customers with the ability to manage and influence across multiple levels of stakeholders.
  • Responsible for quality of delivered products and services to our customers, management of quality risks, uncertainties and opportunities, leadership in resolution of customer expectations and relationships related to QMA.
  • Primary QMA liaison on all matters pertaining to requirements, definitions, technical quality, and program implementation decisions.
  • Develop and implement strategic and tactical QMA plans that will directly affect the programs execution and influence on time delivery.
  • Identify and facilitate continuous improvement initiatives for processes and command media using significant conceptualizing, reasoning, and interpretation skills.
  • Assuring inclusion of quality requirements, planning, and consistency for program estimates and proposals.
  • Responsible for effective Root Cause Corrective Action (RCCA) and Failure Review and Corrective Action System (FRACAS) activities for systemic issues and to ensure extensive RCCA.
  • Facilitate the application of statistical process controls to special processes and key product characteristics to ensure products meet end item performance requirements and mission assurance objectives.
  • Accountable for quality performance and scope responsibility to financial Estimate and Completion (EAC) Reviews and overall Quality EAC planning.
