About The Position

Arcadis is seeking a highly skilled and motivated Quality Manager to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). In this role, you will be responsible for reviewing the construction work plans and regular reporting on compliance and environmental permitting requirements. We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor. The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey. Requirements

  • Bachelor's degree in Civil Engineering, Construction Management or related field
  • Minimum of 10 years of experience in managing quality management systems for large public transportation projects, specifically in the rail/rapid transit/tunnel construction sector.
  • Possess advanced certifications (CQM/CQE) and training from reputable bodies such as the American Society of Quality or equivalent organizations. These certifications validate the candidate's expertise in quality management.
  • Familiarity and experience with the FTA Safety and Security certification program during the closeout phase of FTA-funded transportation projects. This involves understanding the requirements and processes for achieving certification.
  • Excellent communication, leadership, and problem-solving skills.
  • Quality management systems, ISO standards and documentation tools.
  • Ensure compliance with industry regulations, safety standards, and project specifications related to tunnel construction.
  • Provide training, guidance, and support to project teams on quality assurance best practices and quality management processes.
  • Prepare quality reports, documentation, and performance indicators to track quality metrics and communicate findings to stakeholders.

Responsibilities

  • Prepare and implement a quality plan: Develop a comprehensive quality plan that aligns with the client's requirements and complies with the Federal Transit Administration (FTA) regulations. This plan should outline the strategies and procedures for ensuring quality throughout the construction project.
  • Review contractor's quality plan: Evaluate the quality plan submitted by the contractor and recommend its acceptance to the client. This involves assessing whether the plan meets the necessary standards and aligns with project requirements.
  • Review contractor's testing and inspection plan: Assess the contractor's proposed testing and inspection plan to ensure its adequacy in verifying the quality of the construction work. Make recommendations for approval to the client.
  • Monitor contractor's work: Regularly inspect and monitor the contractor's work to ensure compliance with contractual requirements, manufacturer recommendations, industry standards, proper sequencing of operations, and approved submittals. Identify any deviations or non-compliance and work with the contractor to rectify them.
  • Coordinate and monitor testing and inspection: Oversee the implementation of the contractor's approved testing and inspection plan. Ensure that the required tests and inspections are conducted appropriately and according to the plan.
  • Audit contractor's quality plan implementation: Conduct audits to verify that the contractor is following their approved quality plan effectively. Check if the contractor's testing and inspection reports, construction documentation, and submittits are up to date and easily retrievable.
  • Organize documentation and verification: Lead the organization of documentation related to the construction work. Verify that the constructed facilities and infrastructure comply with the FTA's Safety and Security certification process for transit projects. This involves ensuring all necessary documentation is in place for certification.
