About The Position

Leidos Defense is seeking a Quality Engineer to join its Quality Assurance Department, supporting quality assurance, control, inspection, and technical installation for PEO IWS5 NAVSEA SONAR SQQ-89 A(V)15 and NIWC C4ISR installation programs. The role may be based in San Diego, California, or Chesapeake, Virginia. The Quality Engineer provides quality oversight for electrical, electronic, and mechanical system installation projects on DDG- and CG-class ships. The position supports installation testing and inspections, ensures work complies with contracts, statements of work, task orders, drawings, and applicable standards, and serves as a quality liaison among ship’s force, shipyards, and NAVSEA customers. It also develops project quality plans and test and inspection documentation, prepares quality control reports, and maintains inspection data and trend information. The role also supports installation, fabrication, wiring, testing, and inspection of shipboard electrical and electronic systems and components, including connectors, fiber optics, CAT5, cables and cableways, cable penetrations, power panels, transformers, load centers, switchboards, and bonding and grounding systems.

Requirements

Bachelor’s degree from an accredited college in a related Quality Engineering or Assurance discipline, or equivalent; additional experience, education, and training may be considered in lieu of a degree.
At least 2 years of Quality Engineering or Assurance experience.
At least 4 years of combined shipboard electrical/electronic systems installation and quality control/inspector experience.
OSHA 10-hour 7615 Maritime Shipyard Employment Qualified certification.
Active DoD Secret clearance required to start.
Must have or be able to possess a valid U.S. passport.
Proficiency with MS Office.
Strong oral and written communication skills.
Ability to lift 50 pounds and climb up and down ladders.

Nice To Haves

Shipboard or submarine electrical/electronic cable and cableway inspector qualification.
Shipboard or submarine electrical/electronic connector fabricator or inspector qualification.
Shipboard or submarine fiber-optic cable handler, installer, fabricator, or inspector qualification.
Experience with shipboard or submarine basic wiring and inspections of electrical/electronic equipment and connection boxes.
Experience reading and understanding shipboard or submarine system drawings, including electrical, structural, and mechanical drawings.
Visual TEMPEST Inspector qualification.
Level II NDT visual VT and PT inspector qualification for structural welds and piping to meet NAVSEA requirements.
Familiarity with welding requirements for Level II visual VT and PT observations or inspections of structural welds and piping to meet NAVSEA requirements.
SCP Shipyard Competent Person qualification.
NAVSEA PAINT Inspector qualification.
Experience interfacing with government and Navy representatives and personnel.

Responsibilities

Perform quality assurance oversight and inspections on electrical, electronic, and mechanical system installation projects for DDG- and CG-class ships.
Assist team leaders and project managers with installation quality assurance, quality control, and prevention efforts.
Conduct and support required tests and inspections for installation projects.
Monitor installation work against contract, SOW, task order, drawing, military, commercial, OSHA, and local requirements.
Serve as a quality liaison among ship’s force, shipyard, and NAVSEA customer personnel to prevent, resolve, and correct quality and safety issues and discrepancies.
Develop, prepare, and review quality plans of action for ship and shore installation projects from start to finish in accordance with NAVSEA, SOW, and contract requirements.
Develop, prepare, and review test and inspection QA workbooks and documentation in accordance with NAVSEA 009-04 and 9090-310 requirements.
Prepare Quality Control Reports for project sites and enter and maintain report data in inspection databases or documented reporting formats, including gathering trend data.
Apply knowledge of Method A, B, C, and D corrective actions; determine and write corrective and preventive actions; and perform root cause analysis.
Perform and support installation, fabrication, and wiring of shipboard system connectors, fiber optics, CAT5, electrical cables and cableways, multi-cable penetrations, power panels, transformers, load centers, switchboards, and bonding and grounding systems.
Perform I, V, and G tests and inspections on shipboard electrical and electronic systems and components, including electrical safety and surface preservation.
