About The Position

The Quality Engineer is responsible for supporting quality engineering activities that enable compliant construction, fabrication, installation, inspection, and turnover of safety-related and quality-affecting structures, systems, components, and services. This role provides day-to-day quality engineering support for field construction and supplier or fabrication activities, including special processes such as welding, nondestructive examination, heat treatment, coating/lining applications, and concrete/rebar installation. The position helps ensure compliance with applicable regulatory, customer, and industry requirements, including ANSI N45.2.6 / ASME NQA-1 Civil and or Mechanical previous experience. ACI Concrete Construction Special Inspector, ASME Section VIII, ASME NQA-1, 10 CFR 50 Appendix B, 10 CFR 830, ACI codes, ASTM standards, and project-specific specifications, while working closely with engineering, construction, procurement, and suppliers to support right-first-time execution and quality outcomes.

Requirements

  • Bachelor’s degree in Engineering, Construction Management, Materials, or related technical field plus relevant experience in nuclear, power, EPC, heavy industrial, or other highly regulated construction environments. Equivalent combinations of education and experience may be considered.
  • Demonstrated experience in quality engineering, quality assurance, or quality control supporting construction, fabrication, installation, inspection, or supplier quality activities.
  • Working knowledge of ASME NQA-1, 10 CFR 50 Appendix B, 10 CFR 830, ASME Section VIII, and the application of these requirements to field construction, fabrication, documentation, and turnover.
  • Experience supporting construction and fabrication special processes such as welding, nondestructive examination, heat treatment, coatings, and related qualification, inspection, and records requirements.
  • Experience supporting concrete and rebar construction quality activities, including inspection planning, material traceability, field verification, testing coordination, and documentation review.
  • Ability to read and interpret engineering drawings, specifications, code requirements, inspection and test plans, and manufacturing or construction records.
  • Working knowledge of nonconformance control, corrective action, root cause analysis, supplier oversight, audits, and objective evidence record management.
  • Strong communication, technical writing, analytical, and cross-functional collaboration skills.
  • Experience working under nuclear quality programs aligned with ASME NQA-1, 10 CFR 50 Appendix B, DOE quality requirements, ASME Section VIII, or equivalent commercial nuclear standards.
  • Experience applying ASME Section VIII requirements in support of construction, fabrication, installation, repair or replacement, and code documentation activities.
  • Experience with ACI 349, ACI 318, applicable ASTM standards for concrete and reinforcing steel, and related inspection, testing, and acceptance requirements.
  • Familiarity with AWS welding standards, ASNT-referenced NDE practices, coatings and linings quality controls, and special process qualification requirements within regulated industries.
  • Ability to work effectively with inspectors, engineers, suppliers, and project teams while supporting nuclear safety culture and human performance principles.

  • Professional certifications or training such as ASQ CQE or CQA, NQA-1 Lead Auditor, Certified Welding Inspector, NDE certifications, ACI concrete certifications, or equivalent industry credentials.

Responsibilities

  • Support quality engineering oversight for construction and fabrication activities to verify compliance with approved procedures, inspection and test plans, design documents, and applicable regulatory and code requirements.
  • Apply applicable quality requirements from ANSI N45.2.6 / ASME NQA-1 Civil and or Mechanical previous experience. ACI Concrete Construction Special Inspector, ASME NQA-1, ASME Section VIII, 10 CFR 50 Appendix B, 10 CFR 830, project specifications, and customer contract documents across construction and supplier scopes.
  • Develop, review, and maintain quality plans, inspection plans, work instructions, checklists, and turnover documentation packages supporting field construction, module fabrication, and equipment installation.
  • Coordinate with engineering, construction, procurement, and project teams to help ensure quality requirements are properly flowed down to subcontractors, fabricators, and suppliers and are incorporated into work execution packages.
  • Provide quality engineering support for construction and fabrication special processes, including welding, brazing where applicable, nondestructive examination, heat treatment, coating and lining applications, bolting controls, and other qualified processes requiring procedural and personnel qualification.
  • Verify implementation of qualified procedures, personnel certifications, material traceability, equipment calibration, hold points, witness points, and required records for special process execution.
  • Support fabrication quality activities including source surveillance, shop inspections, receipt inspection, manufacturing record review, nonconformance evaluation, and turnover of objective evidence packages.
  • Provide quality engineering support for structural concrete and rebar construction activities, including pre-placement inspections, embed and anchor bolt verification, reinforcement installation, concrete placement, curing, testing, and records review.
  • Help ensure construction activities comply with applicable ACI requirements, including ACI 349 and ACI 318 as applicable, ASTM material and test standards, approved mix designs, placement procedures, and project acceptance criteria.
  • Coordinate with field engineering, civil and structural teams, inspection personnel, and testing laboratories to verify readiness for work, completion of required examinations, and acceptability of as-built conditions.
  • Review quality documentation associated with rebar heat traceability, material certifications, concrete batch records, test reports, inspection reports, and turnover packages.
  • Support internal assessments and field verifications to evaluate compliance, identify gaps, and improve execution effectiveness across construction and fabrication organizations.
  • Support nonconformance, deficiency, and corrective action processes by performing technical evaluations, assisting with cause analysis, verifying corrective actions, and helping ensure issues are properly documented, trended, and closed.
  • Interface with customer auditors, regulators, and project stakeholders during audits, surveillances, code activities, and readiness reviews as assigned.
  • Contribute to quality metrics, lessons learned, and process improvements that strengthen construction readiness, supplier performance, records quality, and overall project execution.
