About The Position

The Quality Development Specialist (QDS) is responsible for the quality assurance program. The role requires considerable travel in the eastern region. Responsibilities include auditing casework records, consulting with staff and management on casework issues, providing training to counselors and other field-based staff and administering the promotional testing process for independent rehabilitation counselors. The DHHS Division of Employment and Independence for People with Disabilities (EIPD) promotes employment and independence for people with disabilities through customer partnership and community leadership. EIPD helps people with disabilities achieve their goals for competitive employment and more independent living in communities statewide. The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.

Requirements

  • Master’s degree in Rehabilitation Counseling or Counseling from an appropriately accredited institution and two years of experience in a rehabilitation service program; or
  • Master's degree in a closely related field from an appropriately accredited institution and three years of experience in a rehabilitation service program; or
  • Bachelor’s degree in rehabilitation counseling, counseling, or a closely related field from an appropriately accredited institution and four years of experience in a rehabilitation service program; or,
  • an equivalent combination of education and experience.

Nice To Haves

  • Demonstrated experience approving casework and service delivery decisions in a rehabilitation program.
  • Thorough knowledge of EIPD VR and IL policies and procedures, as well as RSA Federal regulations governing VR Agencies.
  • Knowledge and experience developing and providing training/presentations to internal or external staff and stakeholders.
  • Experience working effectively with teams.
  • Experience prioritizing tasks and implementing strategies to manage deadlines.
