About The Position

PCSI is seeking a Quality Control Manager to lead quality, safety, and compliance initiatives for their new Materiel Management Operations contract at Edwards Air Force Base. This role is responsible for overseeing the site-specific Quality Control Program, ensuring inspection readiness, supporting audits and corrective actions, and maintaining accurate quality data. The position also manages key environmental, health, and safety (EH&S) programs, including training, inspections, mishap investigations, fire prevention, and HAZMAT tracking. The Quality Control Manager will collaborate with operations and site leadership to standardize processes and ensure consistent service delivery. The role is based on Edwards AFB and reports to the corporate Director of Quality, with a secondary reporting line to the corporate Director of Safety & Risk Mitigation. Typical working hours are Monday-Friday day shift, with some flexibility required.

Requirements

  • Minimum 3 years of experience mitigating environmental compliance and managing a safety program, promoting a positive culture of safety.
  • Minimum 5 years of experience in warehouse operations, inventory management, and quality systems, including compliance with contract requirements and quality standards.
  • Experience supervising employees, including coaching, skill development, and conflict resolution.
  • Experience supporting Department of Defense (DoD) or other government contracts.
  • Knowledge of PC functions and software, including Microsoft Office: Word, Excel, and related applications.
  • Knowledge of root cause analysis, data analysis, and preventive/corrective action.
  • Advanced written and oral communication skills.
  • Strong analytical and problem-solving skills.
  • Ability to be a self-starter with strong time management skills.
  • Ability to work well under pressure, multi-task, and handle multiple priorities.
  • Ability and willingness to exert disciplinary action as needed and delegate authority.
  • Ability to pass criminal, financial, drug, and driving screening.
  • Ability to work outside in inclement weather as needed and be exposed to various dirt, debris, and odors.
  • Ability to work any time or day of the week, including weekends and holidays.
  • Ability to travel by air and/or vehicle up to 15%.
  • Ability to be insured as an authorized driver for the Company.
  • Possess a valid driver’s license and maintain a good driving record.

Responsibilities

  • Manage and maintain the Quality Management System (QMS) in accordance with PWS requirements, corporate quality directives, and ISO 9001 standards, including inspection systems, defect prevention methods, and records management.
  • Develop, implement, and monitor the site-specific quality control program, validating operational controls and ensuring quality control inspections/audits are performed per the Quality Control Plan (QCP).
  • Collaborate with operations to standardize and implement operational controls such as procedures, work instructions, and training plans.
  • Conduct and oversee monthly 100% self-assessments, documenting and tracking findings in the electronic records management system.
  • Coordinate and support internal and external inspections, audits, staff visits, and Commander’s Inspection Program (CCIP) activities.
  • Manage Internal Control Toolset (MICT) checklists and ensure inspection readiness across all MMO functional areas.
  • Track, respond to, and close Corrective Action Reports (CARs) within required timelines.
  • Maintain quality records, inspection correspondence, and audit documentation for Government review and CPARS evaluations.
  • Coordinate with the Contract Manager, Asset Manager, and functional leads to ensure consistent quality execution.
  • Support EH&S program goals, objectives, policies, and priorities in accordance with EM385-1-1 and DAFI 91-202.
  • Manage EH&S training programs and conduct site safety training for all employees.
  • Prepare and conduct monthly safety committee team meetings, ensuring information is disseminated to staff and meeting minutes are completed.
  • Lead mishap investigations for accidents and incidents involving employee injuries or property damage.
  • Review and update Job Hazard Assessments for new or changed work to identify associated job hazards.
  • Conduct safety and environmental inspections and audits to ensure compliance with contractual and regulatory requirements.
  • Manage the site Fire Prevention Plan, including coordination of activities, training, inspections, and deficiency follow-up.
  • Manage the site Spill Team, including readiness, training coordination, response procedures, and documentation.
  • Manage and track site-required employee certifications for compliance.
  • Maintain and update site fire safety binders for warehouses containing hazardous material.
  • Manage the Enterprise Environmental, Safety, and Occupational Management Information System (EESOH-MIS) for HAZMAT storage, issue, inspection, distribution, tracking, and accountability.

  • Base pay of $100,000-$110,000, depending upon experience.
