About The Position

The Quality Control Manager (QCM) is responsible for planning, implementing, and administering the Contractor Quality Control (CQC) Program to ensure all contract requirements are met and work is performed in accordance with the Performance Work Statement (PWS), approved plans, specifications, applicable regulations, and industry standards. The QCM serves as the Contractor's primary quality representative and is responsible for managing quality assurance processes, inspections, documentation, corrective actions, and coordination with Government representatives. The QCM has the authority to identify deficiencies, stop nonconforming work, and implement corrective actions necessary to maintain compliance with contractual quality requirements. Applicant shall be available during core work hours as established the Government customer.

Requirements

  • Completion of the USACE Construction Quality Management (CQM) for Contractors course; candidates not currently certified must be able to obtain certification as required.
  • Minimum five (5) years of progressively responsible quality control experience on federal, commercial, or industrial contracts.
  • Experience administering Contractor Quality Control programs.
  • Demonstrated knowledge of quality management principles, inspection techniques, and corrective action processes.
  • Experience preparing technical reports and maintaining quality documentation.
  • Proficiency in Microsoft Office Suite and electronic document management systems.
  • Thorough understanding of quality control principles and inspection methodologies.
  • Ability to interpret technical specifications, contract requirements, and performance standards.
  • Ability to effectively communicate with Government representatives, management, and project personnel.
  • Strong attention to detail and commitment to continuous improvement.
  • Ability to conduct inspections in office, industrial, maintenance, and operational environments.
  • Ability to walk, climb stairs, and access work areas for inspection purposes.
  • Ability to work both indoors and outdoors with varying weather conditions (heat, cold, rain, snow, etc.) as required by project activities.
  • Ability to wear required personal protective equipment (PPE).
  • Must be eligible to obtain access to secure government facilities through successful completion of background screening.

Nice To Haves

  • Bachelor's degree in Construction Management, Engineering, Business Administration, Quality Management, or a related field.
  • Experience supporting U.S. Army Corps of Engineers (USACE), NAVFAC, Department of Defense (DoD), or other federal agency contracts.
  • Experience with ISO 9001 quality management systems.
  • Experience managing subcontractor quality programs.

Responsibilities

  • Develop, implement, and maintain the Contractor Quality Control (CQC) Program in accordance with contract requirements.
  • Ensure all services and deliverables comply with contract specifications, performance standards, and applicable regulations.
  • Establish and maintain quality control procedures, inspection processes, and documentation systems.
  • Monitor project performance to verify compliance with approved plans and quality standards.
  • Conduct and document quality inspections of work activities, processes, and completed deliverables.
  • Perform daily surveillance of project operations to ensure compliance with contract requirements.
  • Verify that materials, equipment, and workmanship meet established quality standards.
  • Coordinate inspections with Government representatives as required.
  • Identify quality deficiencies, nonconforming work, and process deviations.
  • Develop, track, and verify corrective actions to resolution.
  • Maintain logs of deficiencies, corrective actions, and follow-up inspections.
  • Ensure corrective actions are implemented in a timely and effective manner.
  • Prepare and maintain quality control reports, inspection records, corrective action reports, and quality metrics.
  • Maintain complete and accurate project records demonstrating compliance with contract requirements.
  • Submit required quality reports to project management and Government representatives.
  • Ensure documentation is organized and readily available for review and audit.
  • Interpret contract requirements, specifications, and performance standards.
  • Ensure project personnel understand and comply with contractual quality requirements.
  • Monitor subcontractor performance to verify compliance with established quality standards.
  • Coordinate with project management to resolve quality-related issues.
  • Serve as the primary point of contact for quality control matters.
  • Participate in project meetings and provide status updates regarding quality performance.
  • Coordinate with the Safety & Health Manager, Project Manager, and operational personnel to ensure integrated project execution.
  • Foster a culture of continuous improvement and quality excellence.
  • Provide training and guidance to project personnel regarding quality requirements and procedures.
  • Recommend process improvements to enhance quality, efficiency, and customer satisfaction.
  • Analyze trends and recurring issues to identify opportunities for improvement.
  • Assist in the development and implementation of quality management initiatives.
