About The Position

The Quality Control Manager (QCM) will serve on a large USACE renovation project on JBER, AK. The QCM will manage and perform the daily QC responsibilities to ensure projects are constructed in accordance with the established minimum standards and specifications. The QCM role includes direct oversight and review of the entire documentation and physical inspection phase of the workflow process. QCM is required to be on site at all times during construction activities and closely coordinate with personnel, subcontractors, suppliers, and clients to provide and document a quality product. For USACE projects, the QCM is responsible for preconstruction and closeout submittals and daily QC reports. This position requires working knowledge and proficiency with using the USACE Resident Management System (RMS) for the submission and tracking of RFIs and other project documentation. The ideal candidate has training and experience performing SSHO duties secondary to QCM requirements, which may include overseeing and ensuring safe working conditions at assigned construction project(s) for all personnel and visitors.

Requirements

  • A 4-year degree in Construction Management, Engineering, or related field plus a minimum of 5 years of experience as QCM, Project Engineer, or Construction Manager on large federal/DoD construction/DB renovation projects with multiple designers and construction trades.
  • In lieu of a 4-year degree, a minimum of high school diploma or GED plus 7 years functioning as a QCM plus International Code Council (ICC) Building Inspector certification on similar federal/DoD construction projects.
  • Must possess a working knowledge of computer systems such as RMS, Adobe Pro (PDF), Microsoft Excel, Outlook, and Word.
  • High level proficiency in written and verbal communication required.
  • Must be well organized and able to work independently with minimal direction.
  • Must have a good understanding of applicable local, state, and federal regulatory requirements for construction.
  • USACE Construction Quality Management for Contractors (CQM-C) certificate or ability to obtain at the time of hire.
  • Must be able to meet the standards required to obtain and hold general clearance for access to military installations.
  • Valid Driver’s License compliant with REAL ID ACT.
  • Must be able to pass pre-employment background check and drug screening.
  • Must be local to Anchorage / Mat-Su Borough or be willing to relocate.

Nice To Haves

  • Knowledge of EM 385-1-1.

Responsibilities

  • Leads planning, development, and implementation of the Quality Control Management Plan and system for all work divisions from notice to proceed through final customer acceptance.
  • Establishes and leads quality control initiatives, activities, and corrective actions.
  • Reviews project specifications for project quality requirements and ensures work performed on site complies with contract requirements.
  • Reviews shop drawings and submittals for conformance with project specifications.
  • Leverages the knowledge and experience of others in the project team when necessary.
  • Coordinates the approval of material submittals and tracks the status of approval to completion.
  • Conducts weekly QC meetings with superintendent and other project team members and provides daily QC reports as described in project contract documents.
  • Manages Non-Conformance Notices and the Request for Information process through corrective action.
  • Manages and resolves issues in conjunction with the project superintendent and the project manager.
  • Records daily quality control observations on all construction activities in daily inspection logs and takes photos of progress.
  • Creates, updates, and maintains project submittal logs and all other project specific quality control reports.
  • Conducts preparatory, initial, and follow up meetings in accordance with three phases of quality control to establish an understanding of the standards of construction desired for each definable feature of work.
  • Verifies and documents that all materials received for the project are in conformance with approved submittmits and contract specifications.
  • Verifies all onsite materials are handled and stored properly for use on the project.
  • Conducts preconstruction meetings with superintendent and all subcontractors prior to the start of each new phase of work.
  • Documents and maintains project-specific test and inspection logs.
  • Ensures testing facilities, laboratories, and equipment conform to specification requirements.
  • Verifies testing procedures meet requirements and calibrations are current.
  • Reviews/verifies test reports meet contract requirements.
  • Conducts follow up inspections to verify all work is being performed in accordance with the contract documents and the approved project submittmittals.
  • Coordinates and documents the testing and commissioning of building systems.
  • Records and distributes Contractor punch list items, Government punch list items, and verifies their completion prior to Final inspection.
  • Documents final inspections, certificates of occupancy, and acceptance of completed work.
  • Maintains the project as-built drawings on a daily basis.
  • Assembles and submits project closeout documents that include O&M manuals, training materials, as-builts, warranties, etc.
  • This position stops work, if necessary, to resolve matters that affect safety or quality.
  • Performs other duties as assigned.
