Engineering Specialist 3 – Quality Control Compliance Specialist (Construction) Oregon Department of Transportation Delivery & Operations Division – Region 2 Project Delivery – Area 1 Construction Astoria The role: We are seeking a quality control compliance specialist to join our dynamic team in beautiful Astoria! This position is responsible for overseeing the quality control and quality compliance program for all projects assigned to the Astoria Construction Office. The specialist will coordinate and collaborate with agency and contractor personnel to ensure all contract requirements of the program are met. This role reports directly to the resident engineer, ensuring the quality of all materials used on projects align with program requirements. Apply today! A day in the life: Verify the quality of field-tested materials incorporated into the project by the contractor, such as soil, crushed aggregates, Portland cement concrete and asphalt concrete Verify work is accurate and help correct deficiencies. Monitor contractor’s processes, procedures and progress. Inspects the quality of materials being placed and the contractor’s methods of construction to ensure compliance with specifications. Perform construction inspection as needed. Participate in project plan development reviews. Assure the contractor’s quality control program meets the required standards for all projects assigned to the resident engineer’s office. Provide technical expertise to project inspectors and contractor personnel on testing procedures. Prepare and maintain the test summary for materials on each project. Assist in writing contract change orders for material related items. Review preliminary and advanced plans for appropriate material specifications. Work in an office environment and in the field in all weather conditions. Requirements

  • A bachelor’s degree in the field of engineering (civil or transportation-related) and one year of engineering technician experience in construction inspection, surveying and/or permitting; OR An associate degree in the field of engineering (civil or transportation-related) and two years of engineering technician experience in construction inspection, surveying and/or permitting; OR Four years of experience in the field of engineering in construction inspection, surveying and/or permitting; OR An equivalent combination of experience, education, and training.
  • Note: Related experience, education, and training can include, but is not limited to construction management, forestry, geography, geology, geomatics, mathematics, physics, remote sensing and/or urban planning.
  • Driving is an essential function of this position. You must have a valid US driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Nice To Haves

  • Experience motivating, training, coaching, developing and directing work of crew members.
  • Strong knowledge of civil engineering principles, construction methods and contract administration procedures.
  • Preference will be given to those who have obtained the following material certifications in Nuclear Radiation Safety and Operation, Certified Aggregate Technician (CAgT), Certified Embankment and Base Technician (CEBT), Certified Density Technician (CDT), Certified Asphalt Technician I (CAT1), and Quality Control Technician (QCT).
  • Preference will be given to those who have obtained the following construction inspection certifications in General Construction Inspector, Certified Environmental Construction Inspector, Certified Traffic Control Technician or Traffic Control Supervisor, Asphalt Concrete Pavement Inspector, Certified Bridge Construction Inspector, Certified Traffic Signal Inspector, Drilled Shaft Inspector, and ADA Ramp Inspector.
