About The Position

The Oregon Department of Transportation (ODOT) Delivery and Operations Division – Region 1 Project Delivery / Barlow Construction Office in Portland is seeking a Quality Control Compliance Specialist (Construction). This role is crucial for ensuring top-quality construction across Oregon by coordinating solutions for complex material issues in the field and determining their resolution. The specialist will work closely with ODOT’s Quality Assurance team and contractor testing personnel, reviewing test results and making key decisions to support project integrity. Requirements

  • Four years of experience in the field of engineering in construction inspection, surveying and/or permitting; OR An associate degree in the field of engineering (civil or transportation-related) and two years of engineering technician experience; OR A bachelor’s degree in the field of engineering (civil or transportation-related) and one year of engineering technician experience; OR An equivalent combination of experience, education, and training.
  • Related experience, education, and training can include, but is not limited to construction management, forestry, geography, geology, geomatics, mathematics, physics, remote sensing and/or urban planning.
  • Valid US driver license and an acceptable driving record.
  • Ability to obtain and keep the following certifications: CAgT, CEBT, CDT, CAT-I, and QCT.

Nice To Haves

  • Knowledge and skills in material testing, quality control, compliance and construction project inspection.
  • Strong knowledge of mathematics and highway construction procedures and practices.
  • Skill in reading, interpreting and applying technical manuals, specifications, contract plans, and other guides.
  • Certifications in CATII, CCT and CMDT.

Responsibilities

  • Interpret roadway and bridge contract plans and specifications to ensure construction compliance.
  • Verify quality of field‑tested construction materials including soils, aggregates, concrete and asphalt.
  • Attend/facilitate key project meetings (pre‑bid, preconstruction, pre‑crush, pre‑paving, etc.) to maintain statewide consistency.
  • Inspect and document materials and construction methods.
  • Coordinate with project managers and contractors.
  • Suspend non‑compliant work, reject non‑specification materials, and communicate actions to project staff.
  • Oversee and coordinate all contractor split samples and confirm proper sampling, testing and technician certifications.
  • Resolve discrepancies between contractor quality control and ODOT quality assurance test results.
  • Provide technical guidance on testing procedures, troubleshooting mix designs and ensuring program compliance.
  • Prepare and review material test summaries, verify results, authorize payments and support change order documentation.
  • Train staff, maintain certifications, ensure safe work practices, and maintain positive, professional working relationships.
