About The Position

Crowned Grace International is seeking to hire a Quality/Compliance Lead responsible for the Quality Control Plan (QCP). This individual will ensure compliance with the Performance Requirements Summary (PRS) and oversee the operational implementation of CGINTL's ISO 9001:2015 quality management system for this contract. The Quality/Compliance Lead will be the sole accountable owner responsible for translating the Government's quality expectations, measured against the PRS thresholds in the Quality Assurance Surveillance Plan (QASP), into demonstrated, documented, and defensible performance. The Quality / Compliance Lead also owns the contract's compliance posture across multiple regulatory frameworks: the Service Contract Act and DOL wage determinations applicable to non-exempt counseling and support staff; FAR 52.219-14 limitations on subcontracting compliance; cybersecurity requirements under DFARS 252.204-7012 and NIST SP 800-171; and contract-specific compliance obligations, including OFCCP affirmative action recordkeeping and any Soldier PII handling requirements.

Requirements

  • U.S. citizenship required.
  • Active or current Secret clearance required at the time of hire.
  • A Favorable Tier 3 (NACI/NACLC) trust determination required for CAC issuance and access to contract compliance dashboards.
  • Bachelor's degree from an accredited institution required.
  • Minimum eight (8) years of professional quality management or compliance experience, of which at least five (5) years are on Federal Government services contracts.
  • Demonstrated experience as a Quality Manager, Quality Control Lead, or Compliance Manager on a multi-site Federal services contract with at least 30 dispersed locations and an annual value above $20M.
  • Demonstrated direct experience operating an ISO 9001:2015 quality management system, including at least one full surveillance or recertification audit cycle as the management representative.
  • Demonstrated direct experience administering Service Contract Act compliance, including DOL wage determination interpretation, occupation mapping, Conformance request processing, and Health and Welfare fringe benefit administration.
  • Demonstrated experience with FAR 52.219-14 limitations-on-subcontracting compliance, particularly under Small Business set-asides (WOSB, SDVOSB, 8(a), HUBZone, or generic SB).
  • Working knowledge of ISO 9001:2015 quality management system requirements, internal audit methodology, and management review practice.
  • Working knowledge of FAR Part 46 (Quality Assurance), FAR 52.246-4 (Inspection of Services), and the relationship between PRS, QASP, and contractor QCP.
  • Working knowledge of FAR Part 19 (Small Business Programs), FAR 52.219-14 (limitations on subcontracting), and the limitations-on-subcontracting compliance methodology under both pre- and post-FAR-rewrite frameworks.
  • Working knowledge of the Service Contract Act, the McNamara-O'Hara Act, DOL wage determinations, the SCA Directory of Occupations, and Health and Welfare fringe benefit administration under 29 CFR Part 4.
  • Working knowledge of DFARS 252.204-7012, NIST SP 800-171, and the Cybersecurity Maturity Model Certification (CMMC) program.
  • Working knowledge of OFCCP affirmative action obligations under VEVRAA, Section 503, and Executive Order 11246.
  • Working proficiency with quality management tools (Minitab, JMP, or comparable for statistical analysis), compliance management platforms, Microsoft 365, and standard PMO tooling.
  • ISO 9001:2015 Lead Auditor certification (IRCA, RAB QSA, or comparable accrediting body) is required.
  • A successful background check and drug screen is required.

Nice To Haves

  • Master's degree (Quality Management, Business Administration, Industrial Engineering, or related) preferred.
  • Prior service supporting the Army Continuing Education System (ACES), SFL-TAP, MFLC, ASACS, or another military services contract is strongly preferred.
  • Prior service as a Defense Contract Management Agency (DCMA) Quality Assurance Representative, DCMA Contracting Officer, or DCAA auditor.
  • Prior service in a U.S. military quality, inspection, or compliance role (Army Quality Assurance Specialist, Air Force Quality Assurance Inspector, or comparable).
  • Demonstrated experience leading a contractor team through a CMMI Level 3 appraisal or comparable maturity-model assessment.
  • Demonstrated experience leading a successful CMMC Level 2 assessment under the current CMMC program.
  • Prior service as a contractor lead during a DOL Wage and Hour Division compliance investigation, with successful resolution.
  • Lean Six Sigma Black Belt certification preferred: Green Belt acceptable as a minimum.
  • Certified Manager of Quality / Organizational Excellence (CMQ/OE) through ASQ preferred.
  • Certified Information Systems Security Professional (CISSP) or comparable cybersecurity credential preferred but not required.

Responsibilities

  • Ensure compliance with the Performance Requirements Summary (PRS).
  • Oversee the operational implementation of CGINTL's ISO 9001:2015 quality management system.
  • Translate the Government's quality expectations into demonstrated, documented, and defensible performance.

  • Design and operate compliance dashboards that present complex multi-dimensional performance data clearly.
  • Write authoritatively about quality and compliance for SOPs, Government deliverables, audit responses, and corrective action documentation.
  • Lead structured root-cause analysis across operational disciplines.
