About The Position

The Refugee Foster Care (RFC) program provides culturally and linguistically appropriate child welfare, foster care, and independent living services to unaccompanied youth in the URM Program. The URM program serves youth in the U.S. who are refugees, Cuban/Haitian entrants, asylees, victims of human trafficking who have an ORR eligibility letter, U-visa holders, and youth who have received Special Immigrant Juvenile Status. Clients may have PTSD, substance abuse issues, mental health and medical needs and other special needs. RFC supports youth with housing, education, health, medical, immigration, mental health, independent living services, and with family reunification efforts when possible. RFC uses strength-based, trauma-informed, and culturally relevant models to build and expand on a youth’s natural resources.

Requirements

  • Minimum of a Bachelor's degree in human services, public health, law, related field, or equivalent experience
  • Extensive knowledge of CA State child welfare services regulations and Community Care Licensing regulations
  • Knowledge of administrative operations
  • Working knowledge of outcome measurements, quality assurance processes and best practices, particularly in human care organizations
  • Experience with statistics, data collection, and survey design
  • Good analytical, problem solving, planning, decision-making, and time management skills
  • Excellent cross-cultural experience and ability to work well with a diverse population, refugees and immigrant populations preferred
  • Access to reliable broadband internet (if working remotely from home)
  • Excellent oral and written English skills; good negotiation and interpersonal skills
  • Excellent computers skills: MS Office (all apps)
  • Criminal background check via livescan fingerprint
  • Must have TB test performed and submit results
  • Automobile, valid driver’s license and auto insurance per agency policy; or have access to reliable transportation

Responsibilities

  • Assist Foster Family Agency Administrator in tracking requirements and deliverables for all funding sources and regulatory agencies.
  • Oversee program site visits by external regulatory agencies; audits and accreditations.
  • Review and revise program policies and procedures in conjunction with the Agency’s Compliance Department; assist with enforcing policies and procedures.
  • Conduct internal routine audits of the program and client files for contractual, licensing and regulatory compliance.
  • Monitor confidentiality, HIPAA and Protected Health Information (PHI) for the program.
  • Assist the program’s CARF accreditation process schedule, coordinate, and conduct Administrative Reviews in accordance with agency policies, licensing regulations, and program requirements; prepare review findings, track corrective actions, and monitor compliance with identified recommendations.
  • Monitor and collect information related to the program’s processes to identify workflow trends; analyze data and trends to make recommendations to improve program efficiency and productivity.
  • Develop and implement methods to collect stakeholder (child/youth, foster parents, staff) feedback towards the program (i.e. satisfaction surveys); analyze data and trends to make recommendations to improve program effectiveness and accessibility.
  • Collaborate with program staff to develop the Annual Quality Assurance plan by utilizing available data and trend analyses, which includes goals and implementing strategies.
  • Oversee “Continuous Quality Improvement” (CQI) processes as outlined in the Community Care Licensing (CCL) Interim Licensing Standards section 88263.
  • Assess and assist with adopting practice standards associated with trauma informed and culturally relevant services; report on indicators and outcomes.
  • Arrange and collaborate with appropriate managers to create and implement measurable action plans to address quality issues and compliance.
  • Provide program managers with program status reports such as services activities, documentation, and other requirements.
  • Implement and facilitate any approved program improvements; including assist in maintaining and updating written policies, procedures and practices.
  • Implement the Annual Quality Assurance Plan.
  • Develop and train program staff on related quality assurance concerns and updates.
  • Coordinate and co-facilitate Continuous Quality Improvement meetings and various ad-hoc quality focused committees.
  • Work with the Agency’s information systems and databases to ensure accuracy of data.
  • Schedule, coordinate, and conduct Administrative Reviews in accordance with agency policies, licensing regulations, and program requirements; prepare review findings, track corrective actions, and monitor compliance with identified recommendations.
  • Develop and deliver ongoing training on the AWARDS system to ensure accurate documentation and data entry.
