About The Position

North Bay Regional Center (NBRC) is seeking a Quality Assurance Monitor (QAM) – HCBS Specialty to join their Quality Assurance Team. This role is responsible for assessing, supporting, and evaluating the regional center’s vendored service providers to ensure compliance with the Home and Community Based Services (HCBS) Final Rule, which emphasizes person-centered services. The QAM will conduct investigations, develop corrective action plans, provide technical assistance, conduct training, analyze special incident reports, and implement the NBRC Quality Assurance Plan. The majority of duties are performed in the community, requiring reliable transportation and regular travel throughout NBRC’s 3-county service area (Napa, Sonoma, and Solano). Strong oral and written communication skills, problem-solving abilities, and the capacity to remain calm in conflict situations are essential. Bilingual Spanish/English skills are preferred.

Requirements

  • Completion of a bachelor's degree in public administration, health and human services, social work, psychology or related field.
  • Two years’ experience after graduation in the field of developmental disabilities, including some experience in program evaluation and monitoring.
  • Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours.
  • Provide minimum automobile liability insurance as required by California Law.
  • Ability to read, write, and comprehend large amounts of written material.
  • Ability to use the telephone.
  • Ability to communicate via electronic mail.
  • Excellent oral and written skills.
  • Ability to clearly and firmly convey agency standards and policies.
  • Good teaching/training skills.

Responsibilities

  • Consultation, evaluation, and monitoring of support services to ensure compliance with the HCBS Final Rule and person-centered services.
  • Provider training and coordination with consultants.
  • Facilitation of NBRC’s annual HCBS start-up funding plan.
  • Review of program designs, facility, and program reviews.
  • Follow-up on investigations of alleged program problems.
  • Provide outreach and training to existing residential and non-residential services, clients, family support groups and NBRC employees regarding CMS, Home and Community Based Services Settings Final Rule and the nature of person-centered services.
  • Utilize a Person-Centered Thinking approach.
  • Work collaboratively with and identify changes existing programs must make to be in compliance with the Final Rule and a person-centered system.
  • Collect and maintain data regarding all HCBS Final Rule activities and complete all reporting to DDS regarding HCBS vendor compliance and HCBS consultants.
  • Evaluate proposals by service providers seeking funding from DDS to implement program changes to assist with HCBS compliance.
  • Maintain and monitor budgets for all HCBS Final Rule funding projects and ensure full compliance is maintained by all service providers with the Final Rule.
  • Ensure service providers have the ability to provide person-centered services.
  • Stay abreast of unmet needs or additional service development which may be required to supplant or supplement existing services affected by the Final Rule.
  • Establish effective communication and teamwork with NBRC’s case management, resource development to assist with learning, and employees’ ability to provide person-centered services.
  • Network and collaborate with other agencies, including other regional centers, licensing, and DDS.
  • Perform audits for day programs, supported living programs and residential services as needed.
  • Provide technical support for Case Management staff regarding complaints or concerns connected to vendor services using a person-centered lens.
  • Conduct follow-up connected to Special Incident Reports and Quality Assurance Requests including identification of applicable breaches in standard of care specified in the program design.
  • Perform program design modifications which create the need to be in compliance with the HCBS Final Rule.
  • Assist with developing NBRC Quality assurance plan, training materials, evaluation tools, check lists or other forms to ensure vendor compliance with regulatory standards.
  • Conduct investigations of suspected serious violations of standards, regulations, and laws; provide assistance to other agencies conducting such investigations.
  • Communicate effectively in person, on the telephone and in writing and organize, prioritize, and coordinate work activities.
  • Read, interpret, and follow complex policies, procedures, laws, and regulations.
  • Interact tactfully and effectively with those contacted in the course of the work.
  • Perform work under stressful conditions, as required and use initiative and sound, independent judgment within established guidelines.
  • Maintain current workload with complete and accurate documentation and attend meetings in and out of the office with punctuality.
  • Represent the agency's philosophy, policies, and standards in a professional manner in the community and with staff.
  • Evaluate the quality of programs which serve people who have developmental disabilities using the HCBS and person-centered lens.
  • Visit clients in their homes and day programs and adhere to a reliable work schedule, i.e., punctuality in reporting to work.
  • Maintain a high level of personal and professional conduct.
  • Other duties, as assigned.
