About The Position

The NYC Department of Environmental Protection (DEP) is seeking an internal candidate for the position of Quality Assurance Lead within the Bureau of Engineering Design & Construction (BEDC). The BEDC manages a significant portfolio of capital projects focused on water supply, wastewater treatment, and infrastructure improvements. The In-House Design (IHD) directorate provides design and engineering services, supporting projects from conception through construction and turnover. The Quality Assurance Section within IHD is responsible for implementing the bureau's quality assurance program, ensuring all construction and engineering projects meet established quality standards for safety, performance, and regulatory compliance. This includes developing and enforcing manufacturing criteria, defining and overseeing equipment testing procedures, and conducting verification of materials and installations. The selected candidate will assist in managing assignments related to fabrication, welding, casting, fiberglass reinforced plastic (FRP), materials, fasteners, and painting systems, ensuring compliance with specifications and industry standards. The role involves reviewing and approving QA test procedures, collaborating with contractors, project managers, design engineers, construction managers, and stakeholders. The candidate will also conduct field surveys, prepare reports, review contract documents, and participate in field investigations to develop solutions for project objectives. This position is specifically for internal City employees who hold permanent Civil Service status as an Associate Project Manager.

Requirements

  • One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more.
  • A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects.
  • A four-year high school diploma or its educational equivalent and five years of experience in project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more.
  • A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect.
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.
  • Permanent Civil Service status as an Associate Project Manager.

Nice To Haves

  • Minimum 5 years of experience in planning, design and design services during construction for process mechanical/ environmental engineering projects.
  • Bachelor’s degree in mechanical or environmental engineering.

Responsibilities

  • Assist in managing assignments dealing with fabrication, welding, casting, fiberglass reinforced plastic (FRP), materials, fasteners, and painting systems as per approved specifications, shop drawings, and industry standards.
  • Review and approve basic and complex QA test procedures.
  • Work with contractors, project managers, design engineers, construction managers, operating bureaus representatives, and stakeholders.
  • Coordinate and direct the implementation of the design and construction of projects as directed.
  • Conduct reliable and skilled field condition surveys and prepare accurate reports on physical observations.
  • Conduct thorough reviews of contract documents, codes, and regulations and accurately compare project requirements to identify deficiencies.
  • Actively participate in field investigations to develop alternative approaches and solutions to meet project objectives.
