Quality and Population Health Analyst

About The Position

This is a temporary position with no leave or retirement benefits. Temporary employees working an average of 30 or more hours per week may be eligible for health insurance coverage under the High-Deductible Health Plan (HDHP). This position will analyze healthcare administration data, including administrative claims, encounters, enrollment, operational reports, and surveys, to assist evaluators and programmatic staff in deriving insights from large datasets. The Division of Health Benefits (DHB) within NCDHHS is dedicated to advancing innovative solutions to improve health, promote well-being, and foster independence for all North Carolinians. DHB manages and oversees North Carolina Medicaid and other programs, providing access to services and supports for various populations. With a substantial budget, DHB ensures timely reimbursement for over 108,000 enrolled providers serving 3.1 million beneficiaries.

Requirements

  • Bachelor’s degree in psychology, sociology, or social work or a human service programmatic field, from an appropriately accredited institution; or Bachelor’s degree from an appropriately accredited institution and two years of program evaluation or consultative experience in human service programs; or an equivalent combination of education and experience.
  • High proficiency with Microsoft Office, specifically Excel, Word, and PowerPoint.
  • Demonstrated skill in creating and maintaining collaborative working relationships with a variety of stakeholders with different areas of expertise.

Nice To Haves

  • Ability to program languages for statistical analysis and data visualization.
  • Familiarity with at least two of these programs: SAS, R, Python, Tableau, and/or Power BI.
  • Experience with cleaning, transformation, and analysis of large-scale claims, member eligibility/enrollment, and provider networks and affiliation data sets.
  • Ability to effectively identify and present trends to senior leadership.

Responsibilities

  • Standardization and automation of data processes.
  • Cleaning large datasets and identifying potential quality issues affecting validity.
  • Reviewing and providing feedback on reports and data submitted by managed care plans.
  • Compiling data from various sources into tidy datasets.
  • Running analytical queries using prepared datasets and presenting findings through charts, graphs, and other visualizations.
  • Supporting evaluation efforts with the development of queries and data requests in the NC Medicaid data warehouse.
  • Responding to ad hoc questions concerning population health policies and programs from stakeholders, including the legislature, population health teams, evaluation teams, and other business leads.
