About The Position

The PWA Administrator is a boots-on-the-ground resource embedded within the project site, providing hands-on support to both the PWA compliance team and the broader project team. This role is as much about people as it is about paperwork — the PWA Administrator actively engages with project managers, field supervisors, and subcontractors to educate, train, and support compliance with Prevailing Wage and Apprenticeship (PWA) and IRA requirements. This person bridges the field and the compliance team, ensuring all stakeholders understand their responsibilities and have the tools to meet them. Initiative, strong communication, and a collaborative spirit are essential.

Requirements

  • Background in Construction Management, Business Administration, Compliance, or related field preferred; equivalent experience considered
  • Knowledge of IRA prevailing wage and apprenticeship (PWA) requirements strongly preferred
  • Experience reviewing certified payrolls and labor compliance documentation preferred
  • Prior onsite construction experience and/or background in training or stakeholder engagement is a strong plus
  • Exceptional verbal and written communication skills; confident and engaging when explaining technical requirements to diverse audiences
  • Strong interpersonal skills with the ability to build trust with field crews, project teams, and subcontractors
  • Comfortable facilitating training conversations, walkthroughs, and informal coaching in a field environment
  • Highly organized with strong attention to detail and the ability to manage multiple priorities simultaneously
  • Proficient in Microsoft Office Suite (Excel, Word, Outlook) and document management systems
  • Proactive, self-directed, and able to work independently while staying closely aligned with the compliance team
  • Professional presence, sound judgment, and ability to handle sensitive compliance matters with discretion

Responsibilities

  • Serve as the primary onsite point of contact for PWA compliance, maintaining a visible and accessible presence throughout the project site
  • Educate, train, and support the project team — including PMs, superintendents, and field supervisors — on prevailing wage and apprenticeship requirements
  • Conduct regular outreach with subcontractors to explain compliance expectations, documentation requirements, and submission processes
  • Collect, review, organize, and track certified payrolls, apprenticeship records, labor hour data, and related compliance documentation
  • Proactively identify compliance gaps in the field and escalate concerns to the PWA Program Manager and compliance team
  • Monitor apprenticeship participation rates and flag potential issues to project leadership in a timely manner
  • Support onboarding of new subcontractors and trade partners with compliance orientation and documentation setup
  • Maintain organized compliance files, logs, and tracking tools, ensuring all records are accurate and audit-ready
  • Support audits, owner requests, internal reviews, corrective actions, and project closeout documentation
  • Prepare periodic compliance updates and summary reports for the compliance team and project stakeholders
  • Assist in refining tracking tools, templates, and processes as program requirements evolve
  • Perform other administrative and coordination duties as needed
