Pursuit Manager | Team Lead
About The Position
Lochner and Egis have combined to form one organization, merging U.S. engineering expertise with global reach. We are seeking a Pursuit Manager | Team Lead in Texas to drive wins for Egis across Texas and the South Central and Midwest Region, with a primary focus on Texas DOT (TxDOT). Egis collaborates with public and private clients to design and deliver innovative transportation, aviation, rail, transit, water, structural, environmental, and infrastructure solutions. As Pursuit Manager/Team Lead, you will manage the pursuit lifecycle from capture and positioning through proposal, interview, and award, while also leading and mentoring a group of Proposal Specialists. Your responsibilities will extend across Texas, Oklahoma, Kansas, Illinois, Indiana, Ohio, and Missouri, adapting to regional priorities and business needs.
Requirements
- 7+ years of AEC/transportation pursuit and proposal experience with demonstrated TxDOT experience.
- Strong understanding of TxDOT PEPS procurement, PS-CAMS, CCIS, precertification/work groups, and consultant selection processes.
- Experience with capture planning, positioning, teaming, proposal development, and interview preparation.
- Proficiency in the InDesign software.
- Knowledge of DBE, HUB, VetHUB participation and teaming requirements.
- Ability to lead multidisciplinary teams and multiple concurrent pursuits.
- Experience coaching or mentoring proposal/pursuit professionals.
- Bachelor’s degree in English, Journalism, Communications, Marketing, Engineering, Planning, or related field, is preferred.

- APMP or CPSM certification a plus.
Responsibilities
- Manage LOIs, SOQs, RFQ/RFP responses, and interview presentations from kickoff through award.
- Develop capture strategies, win themes, value propositions, storyboards, compliance plans, and pursuit schedules.
- Apply knowledge of TxDOT PEPS, PS-CAMS, CCIS, precertification/work groups, IDIQ and Specific Deliverable (SD) procurements.
- Coach and coordinate project managers, technical leads, key personnel, subconsultants, and DBE, HUB, VetHUB partners around pursuit strategy and requirements.
- Track TxDOT District/Division priorities, upcoming procurements, incumbents, competitors, teaming patterns, and selection drivers, applying lessons learned from debriefs.
- Lead interview strategy, mock panels, presentation coaching, and Q&A preparation.
- Lead or support priority pursuits across TX, OK, KS, IL, IN, OH, and MO.
- Mentor, develop, and coach Proposal Specialists, reinforcing pursuit best practices and providing QA/QC reviews.
- Support workload and resource planning, as needed.
