Purchasing Specialist - Houston, TX
About The Position
In this role, you will oversee the development and preparation of project master purchasing commercial pro-forma forms, including legal and commercial terms and conditions. You will lead the development of purchasing procedures, planning, and forecasting of purchasing staff. You will direct negotiations, solve problems, and communicate with suppliers to ensure compliance with purchase order requirements and achieve the required service to meet project needs. Requirements
- Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
- Proficiency and experience in the formation and administration of purchase orders.
- Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with suppliers, bidder prequalification, preparation of bidders’ lists, compilation of bid requests, knowledge of Uniform Commercial Code or applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments.
- Proficiency in the administration of commitments, monitoring supplier performance, back-charge procedures and the resolution of claims and disputes.
- Good understanding of equipment and material fabrication steps and methods.
- Skilled in working with, and communicating effectively both orally and in writing with other project functional groups.
- Capable of providing early warning to Project Management of supplier deficiencies or schedule slippage.
- Capable of interpreting schedules to ensure they are realistic, that required activities occur on time, and that interface between activities is maintained.
Responsibilities

- Direct negotiations, solve problems, and communicate with suppliers to ensure compliance with purchase order requirements and achieve the required service to meet project needs.
- Prepares bidders’ lists and qualifies bidders
- Communicates with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions
- Forms bid packages and issues bid requests, coordinates bidders’ questions, and receives bids
- Prepares Commercial Bid Summary and recommendations to award
- Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure performance to purchase order requirements
- Identifies, defines, and secures agreement regarding purchase order changes
- Initiates and processes purchase order revisions that establish scope and effects on cost and schedule of agreed upon changes
