About The Position

This position exists to strengthen the University's procurement function by shifting resources from transactional purchasing to strategic sourcing and contract management. The position independently manages complex procurement activities, including formal competitive solicitations, higher-value procurement transactions, contract administration and procurement consulting for campus departments. By analyzing institutional spending, establishing strategic contracts, providing expert procurement guidance and identifying opportunities for continuous improvement, this position will help maximize purchasing value, improve operational efficiency, ensure regulatory compliance and support the University's long-term procurement objectives. This position has the authority to make procurement decisions and commit the University to purchase goods and services that exceed the standard established threshold set by the University.

Requirements

  • Bachelor's degree in business or related field.
  • Related experience in which one has gained the knowledge, skills and abilities required for full performance of the work may be substituted for the education requirement on a year for year basis with one year of experience being equivalent to 30 college credits.
  • Five years of progressively responsible procurement experience.
  • Experience conducting formal competitive procurements.
  • Experience supervising, training or providing formal work direction to procurement staff.

Responsibilities

  • Independently manages complex procurement activities, including formal competitive solicitations, higher-value procurement transactions, contract administration and procurement consulting for campus departments.
  • Analyzes institutional spending, establishes strategic contracts, provides expert procurement guidance and identifies opportunities for continuous improvement.
  • Maximizes purchasing value, improves operational efficiency, ensures regulatory compliance and supports the University's long-term procurement objectives.
  • Makes procurement decisions and commits the University to purchase goods and services that exceed the standard established threshold.
  • Supervises two Buyers and one Buyers Clerk.
  • Conducts competitive procurement processes, issues purchase orders, administers contracts, and commits University funds through authorized procurement transactions in accordance with applicable laws, regulations, and University policies.
