About The Position

The Manager of Purchasing is responsible for managing the enterprise strategy, staffing, operations of Purchasing team and across Stanford Medicine (SHC, SMCH, SMTV hospitals, SMP and PCHA regional clinics and ambulatory surgery centers).. This position supports standardized Purchasing function activities for goods and services including the creation, monitoring and maintenance of reporting and control methods for effective completion of all purchasing activities. This position ensures compliance with all departmental policies and procedures as well as State and Federal regulations. This individual will report to the Director of Purchasing and Receiving and will be instrumental in establishing and maintaining policies and procedures to ensure both superior functionality and adequate controls. The role is responsible for: • Timely and accurate execution and follow-up of purchasing transactions; • Ensuring timely and accurate invoice exception management; • Overseeing the development of special requisitions and purchase requests across the enterprise; • Ensuring policies and procedures are established related to purchasing transactions; • Managing the item returns process in partnership with Dock Services; • Focusing on customer service and employee engagement.

Requirements

  • Bachelor's degree in a work-related field/discipline from an accredited college or university.
  • Seven (7) years of progressively responsible and directly related work experience in purchasing.
  • Minimum three (3) years experience leading/managing other employees.
  • Ability to communicate complex purchasing concepts in simple form to cross-functional departments or teams.
  • Ability to manage complex projects and resources (people, costs, and time) across multiple departments.
  • Ability to mediate and resolve complex problems and issues.
  • Ability to provide leadership and influence others.
  • Ability to strategize, plan and implement change.
  • Knowledge and ability to direct a staff in integrating information technology services with the work requirements and deliverables of the unit.
  • Knowledge and understanding of goals and the interdependencies of functional departments and groups (in health care industry).
  • Ability to navigate within and be comfortable with ambiguity.

Responsibilities

  • Performs managerial functions including interviewing, selecting, and overseeing training for new staff; by hearing and resolving employee grievances including determination of the need for, and when necessary, initiating disciplinary action in order to ensure adequate and competent staffing.
  • Consults with Supply Chain leaders and internal stakeholders in the development and review of service level agreements.
  • Establishes and ensures purchase requests align with service level agreements.
  • Develops and monitors learning objectives for staff.
  • Works with category management team to ensure contract compliance and category management targets are being met for purchases made by team.
  • Measures staff performance according to HR policy.
  • Ensures coordination across ERP systems supporting SHC, SMCH, SMTV, SBC, SMP and PCHA.
  • Ensures full utilization of GHX My Exchange eCommerce platform to Manage orders, and partners with Dock Services to achieve timely resolution and reconciliation of exceptions.
  • Monitors Purchasing key operational indicators and financial reports to ensure compliance with budgets and standards.
  • Manages the preparation of Purchasing procedures and participates in the development of standards relative to procurement activities, as well as monitors and directs procedures for greater effectiveness and economy.

  • Participates in ensuring Purchasing’s services meet hospitals’ requirements, patient care needs are met, and acts as the primary liaison for expediting shipments as required.
  • Provides ongoing coaching and mentoring to staff, including timely performance evaluations, disciplinary action, and hiring/termination requirements.
  • Represents Purchasing’s interests to organizational departments and external organizations as well as assists in establishing relationships required to carry out purchasing activities among the various contributing organizations.
  • Maintains continuous liaison with organizational departments, monitoring all Purchasing activities.
  • Serves as Purchasing lead on emergency purchase needs, including disaster response and contingency planning.
