About The Position

This position is a highly responsible, independent professional role within the General Services Purchasing Section that provides direct support to the Purchasing Director. The role requires a working knowledge of Chapters 287.057, 255 of the Florida Statutes; 60A and 60D of the Florida Administrative Code; MyFloridaMarketPlace(MFMP); and Formal Solicitation processes. More than 50 percent of the position’s time is dedicated to supervisory duties, including communicating with, motivating, mentoring, and evaluating staff. The position is responsible for ensuring the Commission’s compliance with applicable State, Federal, and Commission laws, rules, regulations, and policy and procedures. The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and/or fish and wildlife resources. Work at FWC is cross-functional, and responsibilities may extend across divisional and office lines. Employees are expected to operate collaboratively within the Commission’s organizational structure by contributing their skills and expertise wherever needed, including participation on teams or performing duties as assigned.

Requirements

  • One (1) to three (3) years of experience working in procurement
  • Computer proficiency to include Microsoft Office Word, Excel and Outlook
  • Education level to include either a High School diploma, AA or bachelor’s degree
  • Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.
  • Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

Responsibilities

  • Provides interpretation of policies and procedures, rules and regulations, revised statutes, and internal guidelines to statewide agency staff and vendors.
  • Uses independent judgment while coordinating and advising solutions to complex procurements.
  • Works effectively in an independent environment and serves on procurement project teams within the agency, and other state agencies or other governmental entities.
  • Analyzes specifications, terms and conditions for formal solicitations.
  • Organizes and conducts pre-bid conferences, request for information meetings, and other user meetings.
  • Directs and coordinates day-to-day operations of the procurement section.
  • Directs staff activities involving competitive solicitations and procurements.
  • Reviews procurements to ensure that all purchases are made in accordance with applicable laws, rules, and regulations.
  • Maintains procurement files and documentation required by state record retention policies.
  • Ensures appropriate procurement method (ITB, ITN, RFI, RFP, RFSOQ) and agreement format (Purchasing Card, MFMP, or Contract) are utilized for all purchases.
  • Ensures appropriate approvals are obtained in accordance with Commission Delegation of Authority.
  • Maintains working relationships with Department of Management Services (DMS) and Department of Financial Services (DFS) personnel and consults with appropriate personnel for Commission procurement-related business.
  • Oversees and manages the Commission’s MyFloridaMarketPlace (MFMP) processes. Reviews and approves Purchase Requisitions (PRs), prepares and provides reports and status updates as needed, and serves as the primary liaison with the Department of Management Services (DMS) MFMP section.
  • Attends all MFMP meetings.
  • Co-hosts and facilitates internal MFMP meetings and calls in coordination with the agency’s MFMP System Administrator.
  • Serves as the backup MFMP System Administrator.
  • Responsible for planning, coordinating and directing the work of the Procurement team. Assigns duties and projects to staff. Responsible for hiring, training, developing, overseeing and evaluating performance, work product and ensures procedures and processes are documented. Supervises members of the Procurement team, monitoring and communicating with, motivating, training and provides instructions to supervised employees to manage, plan and coordinate the procurement activities on behalf of the Commission.
  • Responsible for completing the Performance Planning and Evaluation of employees through establishing evaluation criteria and responsibilities. Meets with employees weekly.
  • Ensures Commission procurement policies are documented and communicated to agency staff.
  • Plans, organizes and conducts office hours to inform agency staff on a statewide basis of all laws, policies and procedures governing Commission and State procurement.
  • Develops and maintains the Commission’s Purchasing Manual.
  • Develops and maintains the Commission’s IMPPs related to procurement and solicitation processes.
  • Representing the organization in external meetings as a special initiative to ensure alignment, collaboration, during the statewide system rollout.
  • Provides information and assistance to the Commission Inspector General, the State Auditor General, Federal grantor agencies and other compliance oversight bodies in the performance of their reviews, audits or other information requests.
  • Issues reports and performs procurement data collection. Prepares periodic and ad hoc reports to management, customers and other stakeholders, as needed.
