About The Position

This is a professional position responsible for performing a wide variety of procurement and supervisory functions in the Bureau of General Services, Central Purchasing Office. This position must have working knowledge of Florida Statute Chapter 287 and Florida Administrative Code, Rule 60A. This position supervises the Special Procurements Team. Spends more than 50% of the time engaged in supervisory responsibilities of purchasing professionals including appraisals, performance measures/ evaluations, planning and directing work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions. Supervises the diversified activities of the purchasing functions allocated to this position. Directs assignments to ensure purchasing requirements are met for all divisions/bureaus/offices assigned. Assists in the administration of the performance audit system for the department, used to audit all purchasing operations. Assists with the research, development and maintenance of the department’s Purchasing Policies and Procedures manual, Desk Reference, and various purchasing guides as needed. Assists in the development and maintenance of ongoing training programs and quarterly workshops for department staff. Oversees all competitive solicitations, coordinating administrative review with staff, the contract manager, contract administration, and general counsel’s office. Assist with all administrative functions such as advertising, pre-proposal conference, opening, and posting. Develop, implement, review, and monitor procurement processes and procedures for competitive solicitations, revise as needed. Keeps informed on the status of applicable state and federal laws, rules, and regulations. Reviews state, federal, and internal audit reports as they relate to procurement discrepancies and recommend procedures to resolve cited problems. Resolves complaints and problems relative to procurement activities. Compiles statistical data and prepares reports on procurement activities to management and other state entities. Prepares special projects as directed and provides input, recommendations, and findings. Assists in the development of legislative bill analysis. Attends meetings, workshops and conferences. As directed, functions as the back-up section administrator in conjunction with the other Purchasing Manager. Performs other duties, as required.

Requirements

  • Proficient in standard Microsoft Office applications (Outlook, Excel, Word, PowerPoint, etc.)
  • Ability to communicate effectively verbally and in writing, using proper grammar and language skills
  • Ability to maintain a strong attention to detail when developing and reviewing complex solicitation documents
  • Ability to multi-task on different projects to meet deadlines
  • Skill in use of a personal computer
  • Ability to utilize problem-solving techniques

  • High school diploma or equivalent.
  • At least five (5) years professional experience in procurement, specifically managing complex competitive procurements, such as acting as the procurement officer or procurement manager.
  • Supervisory experience.
  • Florida Certified Contract Negotiator (FCCN)
  • Must be willing to physically come in the office to perform the duties & responsibilities of the position
