About The Position

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions: This position has direct access to agency employees' information of a confidential nature providing and seeking assistance from managerial and administrative employees who perform jobs relating to employer/employee relations, collective bargaining and/or other personnel issues or budget administration and contract analysis as defined in Sections 447.203(4)(a) and 1012.01 (3), Florida Statutes. The person in this position must have working knowledge of general public purchasing practices; Chapter 287, Florida Statutes; Rule 60A F.A.C.; department Policies and Procedures and other requirements. This position provides procurement review and approval of MyFloridaMarketPlace (MFMP) requisitions and eQuotes consistent with Law, Rule, policy and procedure. The incumbent seeks assistance from the departmental Budget and General Counsel's offices on procurement of commodities and services for the department and systemwide or schoolwide procurements for all school districts within Florida, such as buses, students testing and evaluation, i.e., FM, school readiness screening system for early screening inventory and school behavior screening, and K-1 diagnostic reading assessment instrument. This position provides assistance with the development of original specifications and the revising of existing specifications for goods or services purchased by the agency. The specifications developed and revised will primarily be used in Requests for Information (RFI), Requests for Quotations (RFQ), Invitations to Bid (ITB's), Requests for Proposals (RFP's), and agency contracts. This position participates in the evaluation of bids, proposals or replies received from vendors, organizes and conducts pre-bid conferences and committee meetings, documents vendor performance and ensures the bid & single source process and awarding of contracts are properly followed, ensures all procurements are made in accordance with Florida Statutes, Department of Management Services Purchasing Rules, policy and procedure and other requirements, conducts individual informal training & formal training to groups to inform agency personnel on a statewide basis of procurement policies and procedures and MFMP requirements. This position also provides confidential assistance relating to purchasing policies and procedures and formal procurements to high level managerial employees, including the Commissioner of Education, and the Deputy Commissioners of Education. The position also provides confidential assistance to other program directors throughout the agency who work directly with high level administrative personnel assigned responsibilities of systemwide or schoolwide functions such as district school superintendents, principles and other district-based instructional administrators within the 67 school districts. This position incorporates contract administration and independent work which involves implementing and administering purchasing policies and procedures using detailed analysis, planning, research and development in procurement functions and for the continuous improvement of procurement operations. This position will also provide confidential assistance on the preparation of contract documents to contract managers and high-level managerial staff and program directors. Also responsible for the review and approval of contracts, contract documents and attachments for compliance with Federal, State and Department requirements. This position investigates and takes appropriate action (i.e., documenting "Requests for Assistance" and "Complaint to Vendor" forms with Department of Management Services, assisting vendors, etc.) as necessary and identifying vendors for items unique to the Department of Education and assists reporting and increasing agency spending with certified minority and women owned businesses. Works with minority vendors in obtaining certification through the Department of Management Services.

Requirements

  • One to Two years of purchasing experience
  • Ability to communicate effectively, including verbal and written communication
