About The Position

Responsible for the acquisition and delivery of goods, materials, and services within delegated purchasing authority, ensuring compliance with procurement policies, trade agreements, and organizational goals. Provides expertise in procurement methods, contract preparation, and vendor relations to support efficient and cost-effective operations.

Requirements

  • College diploma or university degree.
  • Year 1 of SCMA Supply Chain Management Professional Designation or CPPB designation.
  • Class 5 drivers license.
  • Eligibility for registration with Supply Chain Canada or UPPCC; must maintain SCMP/CPPB designation if obtained.
  • Minimum of three years in purchasing, with demonstrated knowledge of procurement principles, trade agreements, and municipal government needs.
  • Proficiency in procurement systems, policies, and relevant software.
  • Knowledge of commodities, municipal governance, collective agreements, and safety standards.
  • Strong negotiation, problem-solving, and decision-making skills.
  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.

Responsibilities

  • Acquire goods, materials, and services for civic departments and agencies following procurement policies and procedures.
  • Collaborate with internal clients to determine needs, develop evaluation criteria, and select procurement strategies (e.g., RFQ, RFP, tender, sole source).
  • Act as a primary contact for procurement-related issues, including purchasing policies, invoice discrepancies, and supplier performance.
  • Prepare and enforce legally binding contracts, resolve vendor conflicts, and consult with Legal as necessary.
  • Conduct vendor research, maintain supplier databases, and evaluate submissions for compliance with specifications and requirements.
  • Monitor purchasing activities, ensure compliance with policies, and identify trends in blanket orders and procurement cards.
  • Investigate to resolution and authorize the release of invoices on hold.
  • Train and guide employees on procurement policies, p-card programs, and purchasing processes.
  • Develop, market, and award contracts for surplus asset sales and oversee procurement of goods and services.
  • Ensure delivery commitments are met, close out purchase orders, and maintain accurate records in accordance with corporate policies.
  • Support community safety and emergency plans, including snow routes, traffic control systems, and transportation of hazardous goods.
  • Participate in organizational projects and committees to improve processes and ensure compliance with health and safety standards.
