About The Position

The Kentucky Department of Juvenile Justice is a multi-faceted agency that serves juveniles of the commonwealth. Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Five years of purchasing experience.
  • Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required education on a year-for-year basis.
  • Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education.
  • Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.

Responsibilities

  • Creates complex contracts over the agency’s small purchase authority including personal service contracts.
  • Monitors all purchases for conformance with KRS 45A.
  • Provides technical assistance to management and staff for purchasing and contracting.
  • Establishes request for proposals (RFP) and contracts in compliance with KRS 45A, regulation, and policy including, but not limited to: personal services contracts, memorandum of agreement, non-professional services, sole source, not feasible to bid, and revenue contracts from development of specifications to eMars execution.
  • Scores RFP cost proposals.
  • Reviews, audits, and approves the procurement documentation and eMars documents for compliance with laws, regulations, and policy.
  • Receives invoices, audits for accuracy, and makes assigned payments.
  • Creates invoices and bills for DJJ provided services.
  • Provides technical assistance to management, facility fiscal managers, and field staff concerning procurement law, regulation, and policy.
  • Completes federal, state, or agency mandated reports, request for information, projections, policy review, and special projects or assignments as needed.
  • Attend meeting and trainings.
  • Creates and present training as required.
