About The Position

The Texas Department of Family and Protective Services (DFPS) works to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. We do this through investigations, services, and referrals. Lead with purpose at DFPS. We’re seeking a dynamic, forward-thinking leader to direct the Purchased Client Services (PCS) Division and advance contracting operations that are vital to our mission. Reporting to the Chief Operating Officer, the PCS Director V provides strategic leadership across multiple contract programs, driving operational excellence, innovation, and compliance with state and federal requirements. This role offers an opportunity to shape contracting governance, develop high-performing teams, manage complex budgets, and collaborate with diverse stakeholders, making a meaningful difference for the customers DFPS serves.

Requirements

  • Ability to maintain the security and integrity of the infrastructure by Governor Abbott Executive Order GA-48.
  • Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of federal and state laws relating to contract management.
  • Knowledge of federal and state laws relating to purchasing.
  • Skill in establishing plans and setting objectives and goals that support an overall business strategy.
  • Skill in working with other DFPS program leadership in resolving issues.
  • Ability to direct and organize program activities and/or business functions.
  • Ability to establish goals and objectives that support the strategic plan.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to develop and evaluate policies and procedures.
  • Ability to prepare reports.
  • Ability to communicate effectively.
  • Ability to supervise and direct the work of others.
  • Certified Texas Contract Management or receive within 12 months.
  • A Bachelor’s degree in Contract Management, Public Administration, Business Administration, or a related field. Note: Experience in contract management work may be substituted for the four-year degree on a year-for-year basis.
  • At least 5 years managing large-scale programs, divisions, or agencies with diverse teams on human resource or workforce related issues, and
  • At least 5 years in a consultative, supervisory, or project management capacity overseeing complex initiatives or organizational objectives.
  • Experience in the management and direction of a program relevant to contract management
  • Experience in the state agency legislative process.
  • Experience in data analysis, program evaluation, and performance management tactics.

  • Advanced degree in Contract Management, Business Administration, Organizational Development, Public Administration, or a related field.

Responsibilities

  • Strategic Leadership: Develop and execute short- and long-term strategies to align PCS operations with organizational goals, fostering a culture of innovation, accountability, and efficiency within procurement and contract management.
  • Program Oversight: Provide comprehensive oversight of PCS operations, including Residential Child Care Contracts, Regional Contracts, Adult Protective Services Contracts, Heightened Monitoring Contracts, State Office Contracts, and CWOP Support Services, ensuring effective and high-quality service delivery across all departments.
  • Staff Leadership and Development: Mentor, supervise, and inspire PCS leadership and staff, fostering professional growth, team building, and a cohesive, performance-driven culture that aligns with agency objectives.
  • Performance and Analytics: Utilize data-driven decision-making to assess contract performance, evaluate operational efficiency, and identify improvement opportunities to enhance contract outcomes and achieve organizational success.
  • Agency Representation: Represent DFPS in legislative hearings, advisory groups, and public forums, addressing issues related to contracting, compliance, and procurement innovations, while building and maintaining strong stakeholder relationships.
  • Policy Development: Formulate and oversee contract management policies, procedures, and guidelines to ensure compliance with state and federal laws, while fostering accountability and consistency across all procurement activities.
  • Budget and Compliance Management: Lead the development of division budgets, Legislative Appropriations Requests, and resource allocation strategies while ensuring compliance with state and federal legislative requirements and maintaining fiscal accountability.
