About The Position

Operates a wide variety of heavy equipment (depending on the area of assignment) and leads work crews in the repair and maintenance of City owned roads, facilities, beaches, and all areas within the City’s rights-of-way; and performs other related duties as assigned. Employees in this class are responsible for the performance of skilled worked at City owned and maintained properties. Supervision is received through superiors who give general direction as to job requirements.

Requirements

  • High School Diploma, GED, or vocational training and three (3) years of manual labor, construction, or maintenance related experience to include, but not limited to paving work, concrete work, grouting or hardscaping, or any equivalent combination of training and experience.
  • Two (2) years of experience operating heavy equipment.
  • Florida Intermediate Maintenance of Traffic (MOT) certification or ability to obtain certification within one (1) year from date of employment.
  • A current and valid Class A Commercial Driver’s License.
  • If not already current, a Tanker and Hazardous Materials endorsement must be obtained within six (6) months from date of employment.
  • Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
  • Florida Intermediate MOT certification within one (1) year from date of employment
  • Class A Commercial Driver’s License
  • Tanker and Hazardous Materials endorsement within six (6) months from date of employment
  • Valid Driver’s License: With proof of automobile insurance
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record
  • Knowledge of operation of a variety of heavy and medium equipment and vehicles.
  • Knowledge of skilled trades related to streets, sidewalks, and all areas within the City’s rights of way.
  • Knowledge of specialized machinery, equipment and tools necessary for the maintenance and repair of streets, sidewalks, and all areas within the City’s right of way.
  • Knowledge of occupational hazards and safety precautions.
  • Knowledge of basic preventive maintenance on assigned tools and equipment.
  • Knowledge of building codes and accessibility requirements under the ADA.
  • Skill in reading and following blueprints, as-builts, and engineering drawings.
  • Skill in establishing and maintaining effective working relationships with City staff and the public.
  • Skill in communicating effectively, orally and in writing.
  • Skill in following safety practices and recognizing hazards.
  • Skill in using hand and power tools.
  • Skill in operating and working around moving equipment.
  • Skill in operating and performing preventive maintenance on designated equipment.
  • Ability to follow safety practices and recognizing hazards and set up temporary traffic control plans (TTCP’s).
  • Ability to follow and interpret instructions in written, oral, diagrammatic or schedule form.
  • Ability to represent the City effectively and positively in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation/gender identity.
  • Ability to maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

Responsibilities

  • In the absence of the Supervisor, leads work crews in the repair and maintenance of streets, sidewalks, and all areas within the City’s rights of way.
  • Operates heavy equipment (e.g., front-end loader, bulldozer, backhoe, tandem trailer-dump truck, etc.) to support a variety of construction and maintenance projects.
  • Operates power construction equipment including but not limited to motor graders, bulldozers, backhoes, tractors, grapple trucks, bucket trucks or front-end loaders to excavate, move and grade earth, erect structures, pour concrete or other hard surface pavement or other work as appropriate to equipment type.
  • Operates dump trucks with a capacity of at least 26,001 pounds Gross Vehicle Weight (GVW) and other like vehicles to support a variety of city construction and maintenance projects/assignments.
  • Loads, transports, and unloads equipment and materials to job site, as needed.
  • Performs daily routine preventive maintenance and servicing of vehicles and equipment (e.g., refuels, checks fluid levels, hoses, signal operation, brakes, and lights) and refers major repairs.
  • Purchases supplies, equipment, and materials necessary to complete projects and assignments.
  • Depending on assignment, reads specifications and blueprints; excavates job site and prepares site for placement of asphalt or other materials.
  • Depending on assignment, reads specifications and blueprints; excavates job site and prepares for pouring of concrete; creates and places forms to meet specifications; inserts steel rods and wire as necessary to ensure structural integrity; mixes, pours, and finishes concrete.
  • Depending on assignment, reads specification and blueprints; excavates job site and prepares for sod laying, mowing, trimming, weeding, planting, watering, fertilizing, digging, raking, sprinkler installation, and installation of mortar less segmental concrete masonry.
  • Performs or schedules preventive maintenance on assigned tools and equipment.
  • Performs various construction and/or maintenance tasks (e.g., hauling trash and debris, repairing asphalt, building catch basin, repairing sidewalks, etc.)
  • Performs general cleaning/maintenance tasks necessary to keep equipment and tools in operable condition.
  • Assists with removal of trash and debris from the construction site.
  • Follow safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of self, other employees and individuals.
  • Works collaboratively and effectively with all members of the assigned crew to accomplish required working assignments and City projects.
  • Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages; responds to requests for service or assistance.
  • Communicates with supervisor, employees, other departments, vendors, contractors, the public and others as needed to coordinate work activities, review status of work and to exchange information and resolve problems.
  • Must be able and willing to perform all duties of subordinate positions.
