About The Position

The City of Neenah is seeking a Public Works Superintendent. The purpose of the position is to assign, coordinate and supervise public works operations including recycling/refuse collection, snow/ice removal, street repairs and sanitary sewer system maintenance and repair. This position is responsible for planning, organizing, assigning, and supervising activities associated with maintaining streets, sanitation, traffic control, and sewers. This work is performed under the direction of the Director of Public Works and Utilities.

Requirements

  • High School diploma or equivalent
  • Four years of progressively responsible public works construction/maintenance experience required
  • Supervisory experience with knowledge of sewer operations and organizational/management skills required
  • Certifications in hazardous material control, certification in Emergency Response, and confined space entry required
  • Valid Wisconsin commercial driver’s license is required.
  • Ability to operate equipment and machinery.
  • Ability to use administrative and functional reasoning in performing duties such as supervising, managing, leading, teaching, directing, and budgeting.
  • Knowledge of City and Department policies and procedures
  • Knowledge of State and Federal safety regulations
  • Knowledge of basic accounting and mathematics
  • Knowledge of modern office equipment, practices, procedures

Responsibilities

  • Plans, organizes and assigns daily work schedules for public works personnel.
  • Supervises and evaluates work including field operations, snow and ice removal, and other duties.
  • Assists in department budget development and participates in defense of budget.
  • Monitors budget activity.
  • Interprets plans, blueprints, and drawings.
  • Administers contracts and inspects contract work for compliance with contract provisions.
  • Assists in training and evaluation of personnel.
  • Investigates and prepares insurance claims.
  • Maintains activity logs/reports for sewer cleaning, street sweeping, ice removal, traffic control, lift station operation, tree trimming, weed control, grass cutting, and guard rail installation.
  • Creates annual snow removal and salt route maps.
  • Completes salt use report.
  • Creates annual emergency snowplow routes for ambulances and emergency vehicles.
  • Analyzes recycling and sanitation tonnage reports.
  • Arranges drug and alcohol testing for employees.
  • Receives and responds to public complaints, questions, and concerns.
  • Inspects streets, city-owned parking areas, and sidewalk conditions and recommends maintenance/paving.
  • Inspects city-owned lighting for repair/replacement.
  • Inspects streets daily.
  • Maintains and updates personnel records.
  • Assesses products and equipment for departmental use.
  • Research products, secures bids, creates purchase orders, and purchases equipment.
  • Defends actions to committee and council when required.
  • Develops capital improvement projects involving city-related facilities with the building manager.
  • Develop an equipment replacement plan in collaboration with the Fleet Superintendent and mechanics.
  • Directs vehicle and equipment maintenance and repair.
  • Reads and evaluates vehicle maintenance reports.
  • Consult with staff regarding equipment operating condition/repair needs.
  • Orders budgeted supplies and services.
  • Supervises the City’s eight sanitary sewage and 1 stormwater lift stations.
  • Research products or services, secure bids, and purchase upgrades and maintenance items.
  • Coordinates such items to be installed/updated.
  • Defends purchases to committee and council when required.
  • Summarizes work for street excavation permits.
  • Coordinates maintenance of streets in accordance with the need to remove ice and snow or other unsafe conditions.
  • Maintains streets regarding the need for ice and snow removal or any other unsafe conditions.
  • Inspects city garage functions.
  • Manages the City’s fuel system and orders fuel.
  • Schedules personnel for overtime.
  • Oversees operations and function of Tullar Garage and Cecil Garage.
  • Regular attendance, punctuality, and on-call response to emergencies are required. (Rotating Schedule)
