About The Position

This position performs administrative, supervisory, and responsible technical work in support of the Public Works Department facilities division. The incumbent observes and evaluates daily work, training and contracted work related to a wide variety of construction, maintenance, and repair projects. Position manages a team of employees and schedules the on-going work between divisions to provide optimal efficiency and productivity. Position requires an advanced understanding and application of principles, and concepts related to facility operations. The position will assist in planning and organizing all work activities associated with facility maintenance and operations.

Requirements

  • Associate’s degree from an accredited college or university.
  • Minimum of seven (7) years of progressively responsible experience in Public Works, facility maintenance or related field, including three (3) years of supervisory experience; or an equivalent combination of education, certification, training and/or experience.
  • Must possess FEMA 100, 200, 300, 400, 700, and 800 certifications, or the ability to obtain within the first six (6) months of employment.
  • Possession of a valid state of Florida driver’s license with acceptable driving record.
  • Knowledge of budgetary development, administration, and control.
  • Knowledge of principles, practices, techniques, and equipment used in modern Public Services project administration.
  • Knowledge of applicable laws and regulatory codes related to public improvement projects and developments.
  • Knowledge and application of facility maintenance and repairs.
  • Skill in the use small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry.
  • Skill in using computers for word processing and accounting purposes.
  • Ability to establish attainable goals, objectives and work plans, to supervise and motivate subordinates to achieve goals and objectives in a timely and effective manner.
  • Ability to communicate to employee’s oral and written instructions.
  • Ability to operate a computer using Microsoft Office products (Outlook, Word, and Excel) and any other appropriate program.
  • Ability to establish and maintain effective working relationships with other employees, consultants and contractors, and the public.
  • Ability to effectively and accurately communicate orally and in written form, including good spelling and grammatical skills.
  • Ability to be able to perform and manage multiple tasks, projects, and priorities concurrently.
  • Must be efficient, a self-starter, an independent worker and possess good work habits.
  • Ability to lift and move heavy objects for short and long distances.
  • Ability to perform manual labor for extended periods under adverse environmental conditions.

Responsibilities

  • Schedules, trains, assigns, and supervises the daily activities and projects of the assigned Public Works maintenance staff.
  • Directs the operations concerning maintenance, repairs and construction within the division.
  • Determines work priorities and assigns tasks and projects to be performed on a daily basis.
  • Plans, directs and implements the maintenance schedule for repair and replacement of equipment and building amenities.
  • Assists in the development of specifications for maintenance and repair by contractual services.
  • Reviews and monitors work performed by contractors and meets with contractors to resolve problems.
  • Performs inspections of Public Works projects and facilities and identifies the cause of failures, breakdowns and repetitive repairs.
  • Develops policies and procedures for the department.
  • Establishes schedules and management systems for all areas of responsibility.
  • Investigates complaints by residents and takes appropriate action to correct deficiencies.
  • Prepares reports, analysis, and recommendations for Public Works projects.
  • Maintains work order management system to improve efficiency and track operational costs.
  • Assists in all phases of the assigned operations budget including annual preparation, justification, and approval/disapproval of all expenditures as required
  • Performs other related duties as required/assigned.
