About The Position

The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services. Public services provided by the Alameda County Public Works Agency include flood control planning and design, storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections. The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency’s operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system. Under direction, the Public Works Fleet and Infrastructure Systems Manager is responsible for the overall administration and management of the California Driver’s License Pull Program and the Bi-Annual Inspection Terminal Program, Infrastructure Management System and manages the Public Works Agency’s heavy equipment repair and replacement operations; and performs other related work as required. The Public Works Fleet and Infrastructure Systems Manager is a second-line supervisor who is responsible for the oversight of the Agency’s fleet programs and the heavy equipment repair shop. The incumbent is responsible for assuring the timely repair and maintenance of the Agency’s heavy equipment, determining vehicle needs, drafting vehicle specifications, and coordinating any necessary modifications to vehicles. This class is distinguished from the class of Public Works Fleet Supervisor in that the latter class is a first-line supervisor responsible for the day-to-day operation of the Heavy Equipment Repair Shop. The Public Works Fleet and Infrastructure Systems Manager have oversight on the Agency Infrastructure Systems and provides direction to those who assist in the management of information related to it.

Requirements

  • Possession of a valid California Class C Driver’s License.
  • Equivalent of two years of full-time experience in the class of Public Works Fleet Supervisor or an equivalent or higher-level class specializing in the repair and utilization of vehicles, with at least one year of that experience managing infrastructure systems related to fleet in the Alameda County classified service.
  • OR Equivalent of four years of full-time journey-level experience in scheduling and assigning the maintenance of vehicular equipment for a public agency, construction firm, or similar setting; two years of the required experience must have been in a supervisory capacity; and one year of the required experience must have been managing infrastructure systems related to fleet.
  • Knowledge of provisions of the California Motor Vehicle Codes and the CA Bi-Annual Inspection Terminal Program.
  • Knowledge of techniques for researching, analyzing, and determining equipment needs and utilization.
  • Knowledge of management and leadership principles and practices.
  • Knowledge of budgetary, purchasing, contract and grant administration practices and procedures.
  • Knowledge of planning, scheduling, and supervision techniques related to equipment repair and maintenance activities.
  • Knowledge of methods, tools, equipment, and materials used in the maintenance and repair of a variety of heavy equipment and vehicles.
  • Knowledge of hydraulic and compressed air brake controls, diesel and gasoline engines, transmissions, differentials, clutch assemblies, generators, ignition and other electrical systems, fuel and water pumps, and all functioning parts of modern heavy equipment and vehicles.
  • Knowledge of methods and systems of efficiently operating a modern repair shop.
  • Knowledge of licensing requirements for vehicles and operators.
  • Knowledge of maintenance of a variety of records both manual and automated.
  • Ability to evaluate, compare and recommend vehicles required for different types of work.
  • Ability to recommend necessary modifications to equipment to perform different jobs.

Responsibilities

  • Overall administration and management of the California Driver’s License Pull Program and the Bi-Annual Inspection Terminal Program, Infrastructure Management System.
  • Manages the Public Works Agency’s heavy equipment repair and replacement operations.
  • Oversight of the Agency’s fleet programs and the heavy equipment repair shop.
  • Assuring the timely repair and maintenance of the Agency’s heavy equipment.
