About The Position

Under general supervision by the City Engineer, this role uses comprehensive and broad knowledge of engineering concepts, principles, and practices to evaluate complex engineering support functions and provide guidance and leadership to others as needed in a variety of engineering functions including researching, reviewing, analyzing, and providing information to other team members. The position often involves performing a wide variety of nonstandard complex tasks in engineering principles and practices without established procedures.

Requirements

  • Graduation from an Accredited Engineering College or University with a Bachelor of Science in Civil Engineering or related field.
  • Knowledge of basic engineering principles and practices.
  • Knowledge of engineering terminology and techniques.
  • Knowledge of construction practices and techniques.
  • Knowledge of various phases of the plans review and inspections processes.
  • Knowledge of various computer software programs.
  • Knowledge of preparation of cost estimates.
  • Skill in oral and written technical and/or general communication.
  • Ability to perform more complex engineering computations, calculus, geometry, and trigonometry, rapidly and accurately.
  • Ability to read and comprehend simple specifications, plans, and shop drawings.
  • Ability to interpret and make decisions in conformance within established policies and practices.
  • Ability to communicate and provide direction to peers as assigned.
  • Ability to communicate effectively with the general public.
  • Skill in the use of automated engineering equipment, such as Auto CAD and GIS.
  • Valid driver's license required.
  • Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett.
  • Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
  • Must pass Fundamentals of Engineering (FE) exam and obtain Engineer in Training (EIT) certification within 6 months of employment.
  • Must continue to make significant progress towards obtaining Professional Engineer (PE) certification as a condition of employment.

Responsibilities

  • Responsible for the technical supervision of city construction projects, primarily capital infrastructure projects and secondary private development projects.
  • Inspect projects for compliance with contract standards and specifications, and City of Rowlett standards.
  • Assist in the design, development, and evaluation of construction and rehabilitation projects by gathering field data, drawing schematics, determining elements, preparing plans and specifications, and preparing cost estimates.
  • Incorporate design review comments and cross-check the work and calculations of other team members.
  • Assist in the preparation of engineering specifications and plans by determining appropriate standards and specifications.
  • Assist with processing bids, including reviewing bid packages prepared by consultants, attending pre-bid conferences, analyzing bid results, and preparing detailed results for evaluation.
  • Prepare cost estimates using historical data and working knowledge.
  • Provide technical assistance to develop standards and specifications, engineering calculations, and data analysis for design teams, peers, and related personnel.
  • Review construction plans for CIP and development projects.
  • Review permits/applications and plats within the City of Rowlett standards and generally accepted practices, ensuring applicable information is included.
  • Operate computerized drafting software within the scope of project assignment.
  • Assist in the design of engineering projects by performing detailed engineering calculations and drawings to meet standards and specifications.
  • Draft for scope and review and approval.
  • Perform CAD drawings of project elements for review.
  • Determine bid items, calculate quantities, and prepare estimates for review.
  • Prepare plans and specifications.
  • Create, update, and maintain numerous reference materials, standards, manuals, and brochures, which may also include forms, checklists, plats, board packets, reports, and/or other related information.
  • Assist in the development of technical reports by performing research and gathering applicable and supporting data.
  • Provide guidance as a team member to Engineering Assistant personnel (no direct supervision of personnel).
  • Stay abreast of City, State, and Federal codes, ordinances, and/or policies to ensure projects are in compliance.
  • Respond to citizen and stakeholder inquiries and concerns.
  • Gather and analyze data to respond to complaints from citizens and make recommendations for solutions based on research findings.
  • Follow safe working practices and have a working knowledge of safety practices and procedures.
  • Perform administrative/office duties as required, including attending meetings, entering computer data, preparing reports and correspondence.
  • Perform related duties and special projects as required and assigned.
  • Perform other duties as assigned.
  • Maintain regular, reliable, and non-disruptive attendance.
  • Create and maintain professional, harmonious working relationships with others.
