About The Position

The Public Works Business Manager is responsible for a variety of complex and advanced accounting, financial management, auditing, and budgeting functions. The position produces the Public Works Budget, manages department financial plans, recommends utility and transportation rates to sustain services and meet department objectives. The position oversees department-wide purchasing and payment processes, manages the financial aspects of grants and agreements to ensure compliance with terms and local, state, and federal regulations, and supervises support staff responsible for purchasing and payment activities.

Requirements

Bachelor's degree in accounting, finance, business administration or management, or related field and four years of progressively responsible experience in government accounting or closely related field.
Two years of supervisory or leadwork experience.
Possession of and the ability to maintain a valid Oregon Driver’s License.
Knowledge of: Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Principles; automated accounting systems and procedures, practices, and principles of budgeting and municipal finance; the laws and regulations governing budgeting and municipal finance; the practices and principles of public/business administration practices and decision making; the strategic planning methods with an emphasis on services related to accounting and municipal finances; public purchasing and contracting laws and regulations; FAA, FTA, funding financial rules and regulations; and human resources management practices.
Skill in: Strong leadership and organization; written and oral communication; analysis and decision-making.

Responsibilities

Prepare department budgets, develop internal budgeting tools, approve purchase orders, and monitor each of the department’s program expenses for compliance with adopted budgets and financial plans.
Responsible for managing Public Work’s purchasing activities and establishing related internal policies and procedures.
Provide financial management of the department’s grants and intergovernmental agreements.
Ensure grant pursuit follows correct City procedures and serves as the department expert for complex rules and regulations surrounding use of federal and state grant funds such as those through the FTA, FAA, STIF, and MPO.
Develop, maintain, and update long-range financial plans for water, sewer, stormwater and transportation services, such as street maintenance, transit, airport, and parking.
Develop and recommend rates for Public Works City Services Fees and permit fees for City Council adoption including fees for programs such as the City’s Parking Fund which supports activities in Public Works, Municipal Court, and the Police Department.
Direct Franchise renewal negotiation processes, participate in franchise rate reviews and evaluate franchise annual reports.
Compile data and coordinate financial projections for development of the City's Capital Improvement Program (CIP).
Develop and implement financial strategies to maximize use of outside funds, such as those through the FTA and FAA, and minimize the use of local funds necessary to achieve desired objectives.
Assist in providing reasonable assurance that the City's assets are safeguarded against loss from unauthorized use and that transactions are executed in accordance with management's authorizations and the City’s policies/procedures.
Effectively plan and implement special projects or analyses as assigned for department operations.
Develop and maintain department-wide cost allocations systems to ensure appropriate fully burdened costing of work processes.
Serve as the department budget liaison and will present budget information internally, to the Budget Commission, and the City Council.
Communicate effectively in writing and orally with a variety of technical and non-technical groups and individuals.
Collaborate and negotiate with other government agencies, contractors, and others to resolve issues and disputes.
Coordinate and build positive relations with other City Departments.
Prepare and may make presentations to City Council, advisory commissions and committees, community groups, and other agencies.
Develop letters, memorandums, technical documents, policies, procedures, intergovernmental agreements, and reports related to the operation, strategic planning, regulatory compliance, capital investments, staffing requirements and other technical and management issues of assigned areas, and oversee the documents developed by staff.
Participate in departmental and organizational emergency management and preparedness programs and response efforts.
Review and monitor expenditures to remain within established budgetary constraints.
Authorize purchases and sign purchase order documents, contract payments, and change orders.
Demonstrate understanding and good judgment in the evaluation of complex technical and/or financial information and alternatives related to program and policy development.
Operate and drive a motor vehicle and/or truck safely and legally.
Participate in the Emergency Management program including planning, classes, training sessions, exercises and emergency events as required.
Respond as directed during unforeseen events, inclement weather, emergencies, or officially declared States of Emergency to support the continuity and restoration of critical public services, facilities, and infrastructure.
