About The Position

Under the direction of the Public Works Director, performs complex administrative analysis including researching, developing, and administering Public Works policies, projects, budgets, or grants and capital project control, as assigned. Assists in designing, coordinating and implementing projects and programs, prepares reports, both analytical and statistical, makes recommendations, assists various operating departments on specialized administrative problems including staffing requirements and equipment usage levels, and performs related work as required. Initial projects including APWA re-accreditation, new asset management system integration, budget development based on asset depreciation curves, staffing analysis based on performance indicators and updates to preventative maintenance schedules and basic asset updates in the city’s ArcGIS database. Performs work under limited supervision. Supervisor sets the overall objectives and resources available. Incumbent and supervisor work together to develop the deadlines, projects, and work to be completed. Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives. Incumbent keeps their supervisor informed of progress, potentially controversial matters, or far-reaching implications.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration or a related field; and Three (3) years of related experience.
  • Knowledge of Public Works functions, grant management experience and general government experience is preferred.
  • Any combination of education and experience, which provides the applicant with the desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications.
  • Knowledge of Budgeting principles and processes.
  • General municipal operations and structure; Principles, practices, procedures and theories related to the field.
  • Research methods, report writing, group and meeting facilitation techniques, and the organization and presentation of oral report.
  • Federal, state and local law, and policies and regulations pertaining to assigned programs.
  • Project management basics.
  • Lean Management System or Six Sigma principles.
  • Correct English usage, spelling, grammar, and punctuation, including principles of business letter writing and report preparation.
  • Making and implementing sound decisions and exercising judgment in solving complex problems.
  • Developing and implementing programs, policies, and/or procedures to achieve specific goals and objectives.
  • Strong analytical and collaborative skills.
  • Working effectively on several projects concurrently.
  • Establishing and maintaining effective working relationships with City officials, City employees, and the general public.
  • Clearly communicate complex information to a wide range of audiences.
  • Research, plan, develop, monitor and close grants and project budgets.
  • Read, analyze, and interpret various items such as technical documents, legal documents, operating and procedure manuals, general business periodicals, professional journals, government regulation.
  • Define problems, collect data, establish facts, and draw valid conclusions; apply common sense understanding to solve practical problems.
  • Apply Lean or Six Sigma principles to continuously improve processes, procedures and implement change management.
  • Foster a culture of innovation and continuous improvement through the responsible use of AI and automation.

  • Operate personal computer, including word processing, spreadsheets, and database software applications.
  • Learn and operate ArcGIS to make basic updates, add assets and run basic GIS analyses.
  • Learn, build and operate PowerBI to analyze and visualize large data sets.
  • Maintain confidentiality of business records and other information.
  • Successful completion of position-relevant background check.

Responsibilities

  • Develop, implement, coordinate, and manage assigned programs, projects, budgets, grants, activities, and confidential administrative work.
  • Serve on the Public Works leadership team, contributing to strategic visioning, KPI tracking, check-and-adjust reviews, and departmental change-management initiatives.
  • Provide analytical and staff support to management; coordinate interdepartmental projects; and manage assigned special projects involving financial, operational, and organizational issues.
  • Facilitate effective communications and information exchanges regarding programs and services; cultivate and manage relationships with key stakeholders; conduct verbal and written briefings on issues and developments affecting assigned areas.
  • May act as department point of contact for asset management software and other Public Works technology programs.
  • Research and recommend updates to Public Works fee schedules.
  • Serve as liaison with other departments within the City regarding Public Works services and activities.
  • Assist with or lead procurement efforts for goods, services, equipment and special projects.
  • Serve as the lead on grant management activities within the department and leading the department’s project controls system.
  • Collaborate with Finance and Municipal Services to coordinate payments, reimbursements, audits, reporting, and project/grant accounting.
  • Conduct technical research and management analysis; prepare detailed reports, recommendations, budgets, summaries, correspondence, and other confidential or public information materials.
  • Research, draft, review, and monitor contracts, intergovernmental agreements, ordinances, and Engineering Design and Development Standards.
  • Develop and recommend short- and long-range plans, improvements, goals, and budgets for assigned programs and assist the Director in department-wide budget development and financial reporting.
  • Develop, write, and maintain policies, procedures, forms, and performance measures; manage APWA accreditation compliance; and lead or assist with staff training programs.
  • Perform financial and operational analyses—including service charges, cost allocations, equipment rental rates, contract impacts, and cost-benefit studies—identify process improvements, coordinate compliance with new requirements.
  • Attends Council and committee meetings related to Public Works activities.
  • Oversees and represents the Public Works department on special projects as assigned.
  • Maintains regular, predictable and reliable attendance.
  • Performs other duties as assigned.
