About The Position

The State of Maine is seeking a Threat Intelligence Officer to lead and mature its Security Operations Threat Intelligence program. This role involves monitoring emerging threats, analyzing adversary behavior, and delivering actionable intelligence to protect statewide systems and critical public services. The position has a statewide impact, supporting MaineIT and security partners across all Executive Branch agencies. Requirements

  • Experience with cyber threat intelligence, adversary tracking, and intelligence analysis frameworks (MITRE ATT&CK, Kill Chain, Diamond Model).
  • Strong understanding of malware behavior, exploitation methods, and threat-hunting patterns.
  • Ability to synthesize complex, fragmented data into clear, actionable insights.
  • Excellent communication skills—both written and verbal.
  • Experience collaborating across technical and nontechnical teams, including agency-level partners.
  • Critical thinking, bias awareness, and strong analytical discipline.
  • 8 years of combined education, training, certifications, or cybersecurity/technology experience.

Nice To Haves

  • Experience with CTI platforms (e.g., MISP, Anomali, OpenCTI, Recorded Future, Google Threat Intelligence) and STIX/TAXII
  • Scripting or automation knowledge (Python, PowerShell, YARA, Sigma)
  • Cloud threat intelligence (Azure, OCI, AWS, M365)
  • Relevant certifications (e.g., GCTI, GCIA, GREM, CySA+, CISSP, Security+)

Responsibilities

  • Lead the State’s Security Operations Threat Intelligence program, including policies, standards, and reporting.
  • Track, analyze, and share intelligence on cyber threats, adversary tactics, vulnerabilities, and sector-specific risks.
  • Monitor the modern 2026 threat landscape, including ransomware-as-a-service ecosystems, nation-state and supply-chain risks, cloud-focused threat actor behavior, deepfake-enabled social engineering, and emerging AI-driven adversarial capabilities.
  • Translate intelligence into actionable guidance for SOC analysts, engineers, and Security Operations leadership.
  • Collaborate with state agency cybersecurity contacts, fusion center and law-enforcement partners, MS-ISAC, CISA, and other federal and public-sector intelligence partners.
  • Support Security Operations by advising on detection priorities, threat-driven enhancements, and strategic risk considerations.
  • Provide briefings to executives, technical teams, and agency leadership across the State of Maine.
  • Participate in a 24/7 x 365 on-call rotation as needed.
