About The Position

This position serves as a senior fiscal and accounting resource for the Department of Defense, Veterans and Emergency Management (DVEM). The position supports the department leadership by providing advanced financial analysis, accounting oversight, audit coordination, internal control review, and continuity of fiscal operations across the department and its bureaus.

Requirements

  • An eight (8) year combination of education and experience comprised of a Master's Degree in Business Administration, Finance, Accounting or closely related field and two (2) years of responsible experience in cost, cost/benefit, and financial analysis and an understanding of fiscal program management.
  • Directly related experience may be substituted for education on a year-for-year basis.

Responsibilities

  • Applying Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GAS), state fiscal policy, and applicable federal requirements to department accounting and financial reporting activities.
  • Analyzing, implementing, and administering budgets and work programs for DVEM; directing and participating in the review of department budget requests, work plan revision, and revenue forecast.
  • Acting as the primary source of information regarding programs and financial structures of DVEM and tracking projected program results.
  • Providing technical and functional oversight to fiscal staff, including review of work products, training, troubleshooting, and guidance on complex items; providing continuity of financial operations in absence of personnel.
  • Supporting budget development, expenditure forecasting, revenue projections, variance analysis, and fiscal impact review.
  • Coordinating audit responses, corrective action plans, documentation, and resolution of audit findings.
  • Supporting federal and state grant accounting, reimbursements, match tracking, cost allocation, financial reporting, and closeout activities.
  • Reviewing and processing vendor payments, accounting reconciliations, financial analysis and reporting, accounts receivable, revenue recognition, and fixed asset accounting for accuracy, compliance, and proper documentation.
  • Monitoring the legislative process relevant to fiscal impacts, preparing leadership for related legislative engagements, and drafting fiscal notes.
  • Developing and maintaining internal controls, fiscal procedures, desk guides, and continuity plans for critical financial operations.
  • Serving as a financial advisor to department and bureau leadership on budgetary and administrative processes, fiscal risks, funding constraints, financial trends, and operational impacts.
  • Working collaboratively with department staff, other state entities, auditors, and external partners in a professional and mission-focused manner.
