About The Position

The Public Safety Manager is responsible for ensuring the safety and security of facilities and properties within behavioral health hospitals in the Milwaukee Area. This role involves inspecting for vulnerabilities, ensuring compliance with state and federal regulations, and developing and implementing a comprehensive security program. The manager will lead investigations, manage team members and contractors, and oversee human resources responsibilities for their staff. They will also develop and manage budgets, foster collaborative relationships with various stakeholders, and promote security awareness among team members. For non-acute regions, the manager will provide systematic security and public safety programs across geographically dispersed sites, focusing on workplace violence prevention, security system use, emergency training, risk assessments, and crime prevention.

Requirements

• Bachelor's degree in criminal justice or related field is required or obtained within an approved and agreed upon timeframe.
• Typically requires 5 years of experience in public safety, security, dispatch, operations center, or law enforcement department.
• Expert knowledge in security and public safety practices, procedures, and state/federal compliance.
• Effective written and oral communication, general administrative, and leadership skills.
• Conducting complex investigations, possesses critical thinking and analytic skills.
• Excellent word processing, spreadsheet, and presentation software skills
• Must successfully pass background investigation, drug screen, pre-placement physical post-offer, pre-employment and periodically thereafter.
• Working knowledge of security systems such as video surveillance, access control, pediatric abduction alarm systems, etc.
• Demonstrated ability to exercise mature judgement and sound reasoning while maintaining calm, courteous, and tactful demeanor in dealing with team members, patients, and visitors.
• Demonstrated experience in quickly and accurately assessing dangerous and stressful situations and taking appropriate action.
• Must have the ability to interact appropriately with all team members, patients, and visitors, especially under difficult circumstances.
• Must possess the hand strength, dexterity, and ability to safely operate a firearm.
• Must perform all functions of operating, loading/un-loading, breaking down and cleaning a firearm un-assisted and without assist devices.
• Have 20/20 vision in both eyes or correctable to 20/20 with corrective lenses in both eyes.

Nice To Haves

• Supervisory Officer Certification (CHSS) issued by the International Association for Healthcare Security and Safety (IAHSS) must be obtained on a one-time basis within two years of appointment to this role.
• Certified in Conducted Energy Weapon (Taser) use within 90 days of hire and periodically thereafter.

Responsibilities

• Ensures that facilities and properties are inspected for vulnerabilities and hazards.
• Ensures state and federal compliance regulations (e.g., the Joint Commission on Accreditation of Health Care Organizations, Det Norske Veritas (DNV), the Centers for Medicare and Medicaid Services (CMS), the Occupational Safety and Health Administration (OSHA) etc.) are monitored, evaluated, and effectively implemented.
• Plans, directs, implements, and continually improves a comprehensive security program to protect people, information, and property in assigned locations, detect incidents when they occur, and react swiftly.
• Leads and participates in sensitive and complicated investigations of accidents, thefts, injuries, and other incidents.
• Leads team members and contractors to perform their duties compassionately and effectively.
• Performs human resources responsibilities such as interview and selection of new team members, promotions, development, performance evaluations, compensation changes, resolution of team member concerns, corrective actions, and overall morale.
• Evaluates service needs, risks, and vulnerabilities regularly and makes appropriate adjustments.
• Develops, implements, evaluates, and continuously improves public safety operations that incorporates effective technical, operational, procedural, and physical/structural components.
• Ensures that the Non-Acute Branch work efforts are documented in accordance with requirements.
• Collects, reviews, and analyzes operational and performance metrics to make informed decisions and monitor quality.
• Develops and maintains collaborative relationships with executive team, department/unit directors and managers, physicians, team members, law enforcement, and first responders.
• Participates in planning committees, serves as an expert resource for consultation, and rounds on internal customers.
• Develops security awareness and a sense of site ownership among team members.
• Performs human resources responsibilities for staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, compensation changes, resolution of employee concerns, corrective actions, terminations, and overall employee morale.
• Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives.
• Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations, and laws applicable to the organization's business.
• Manages public safety at non-acute sites which present a unique security challenge because they are geographically dispersed, host a wide variety of patients, and can have few or no Public Safety staff.
• Provides systematic security and public safety program across all sites commensurate with relative risk levels. Key areas include workplace violence prevention, security system use, security awareness and emergency training, security risk assessments, and crime prevention.
