About The Position

Supports the Prescott Regional Communications Center and its public safety partner agencies by collecting, analyzing, and interpreting data from CAD, RMS, and related public safety systems. Responsible for producing accurate and timely reports on public safety operations, calls for service, response times, and other performance measures in support of fire, law enforcement, and emergency medical services. Ensures data accuracy, develops dashboards and visualizations, and delivers actionable insights to enhance operational efficiency and support compliance requirements. Administratively assigned to the Information Technology Department for alignment with cybersecurity, governance, and data management standards.

Requirements

  • Associate degree in data analytics, information technology, computer science, or a related field preferred.
  • Two (2) years of experience in data analysis and reporting, preferably in a public safety or government environment; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.
  • Possess a valid driver's license and ability to obtain an Arizona driver's license upon hire.
  • Pass pre-employment drug, hearing, and psychological evaluations.
  • Pass fingerprint and background investigations.
  • Be free from any felony conviction or any other offense that would be a felony if committed in Arizona.
  • Meet all Criminal Justice Information Services (CJIS) certification and compliance requirements.
  • Knowledge of principles and practices of data analysis, reporting, and data visualization in support of operational decision-making.
  • Knowledge of Public safety communications operations and the types of data generated by CAD, RMS, and related systems.
  • Knowledge of database concepts and query techniques for data extraction, transformation, and reporting.
  • Knowledge of dashboard and business intelligence tools used for data visualization and performance reporting.
  • Knowledge of data quality principles, including methods for identifying and resolving data integrity issues.
  • Knowledge of criminal Justice Information Services (CJIS) security requirements and applicable federal, state, and local laws and regulations governing public safety data.
  • Knowledge of Microsoft Windows desktop operating systems and standard office productivity software.
  • Skill in writing and optimizing database queries for reporting and data extraction purposes.
  • Skill in designing and developing dashboards and data visualizations that effectively communicate complex information to non-technical audiences.
  • Skill in analyzing and interpreting public safety data to identify trends, anomalies, and areas for operational improvement.
  • Skill in communicating data findings clearly and effectively, both verbally and in writing, to technical and non-technical audiences.
  • Skill in managing multiple reporting assignments and deadlines in a dynamic, fast-paced environment.
  • Ability to pay close attention to detail and maintain a high degree of accuracy in data analysis and reporting outputs.
  • Ability to interpret complex datasets and translate findings into clear, actionable information for leadership and partner agencies.

Responsibilities

  • Develop, automate, and maintain a Standard Report Library covering public safety operations, calls for service, response times, accreditation, law enforcement, and emergency medical services, enabling self-service access for PRCC and member agencies.
  • Analyze trends and patterns in public safety data to support the identification of operational improvements, emerging issues, and performance gaps, as directed by leadership.
  • Assist leadership and partner agencies in identifying, defining, and tracking key performance indicators for public safety operations.
  • In accordance with established request and prioritization procedures, respond to ad hoc data requests from partner agencies, leadership, and staff in a timely and accurate manner.
  • Assist with state and federal reporting requirements as needed.
  • Support accreditation processes for PRCC and partner agencies by compiling required data, generating supporting documentation, and responding to data requests from accrediting bodies.
  • Design, develop, and maintain interactive dashboards and data visualizations to support operational decision-making.
  • Develop and maintain a library of standardized reports to support consistent and repeatable self-service reporting across PRCC and partner agencies.
  • Ensure dashboards and reports accurately reflect current data and are accessible to intended audiences.
  • Evaluate and recommend improvements to existing reporting tools and visualization methods.
  • Collect, normalize, and validate data from CAD, RMS, GIS, and other public safety systems to ensure accuracy and consistency across reporting outputs.
  • Write and optimize database queries for data extraction, analysis, and report generation.
  • Monitor data quality and integrity across systems and escalate discrepancies as appropriate.
  • Import and export data in support of reporting and integration needs.
  • Maintain awareness of applicable data retention schedules and public records requirements and ensure reporting and data management practices align with those obligations.
  • Manage and prioritize data and reporting requests across multiple partner agencies in accordance with established service levels and governance guidelines, ensuring equitable distribution of analytical resources.
  • Assess reporting needs and develop solutions within the established scope of services and governance guidelines.
  • Present data findings, trend analyses, and operational reports to leadership, governing boards, and partner agency stakeholders in a clear and accessible format.
  • Collaborate with IT staff and software vendors on data-related issues, system improvements, and support tickets.
  • Troubleshoot data-related issues within CAD, RMS, and reporting systems and communicate status updates to affected parties.
  • Provide training and documentation to support end user understanding of reports, dashboards, and data tools.
  • Design and implement self-service reporting tools and resources that enable partner agency staff to access and run routine reports independently.
  • Performs additional duties as assigned within the scope of this position and consistent with the applicable intergovernmental agreement.
