About The Position

The City of Grove City is seeking a Part-Time, Public Right-of-Way (ROW) Inspector to join the Service Department. This role is crucial for ensuring compliance with approved plans, city ordinances, codes, and construction standards within the city right-of-way and utility easements. The position offers flexible, Monday through Friday hours, up to 28 hours per week. The ROW Inspector will be selected based on their qualifications and experience relevant to the specified work areas.

Requirements

  • Must be 18 years of age.
  • Possess a high school diploma or equivalent.
  • Minimum of 5 years' experience as a construction inspector, project manager, or related profession.
  • Possess a valid Ohio driver's license.
  • Maintain insurability under the City's vehicle insurance policy.
  • Basic understanding of civil engineering principles.
  • Working knowledge of Ohio regulations as they relate to traffic control and construction.
  • Experienced with municipal Right-of-Way programs and coordination with private utility companies.
  • Skilled in reading and interpreting plans and engineering specifications.
  • Experienced with inspection or design of site drainage.
  • Proven ability in written and oral communication.
  • Ability to establish and maintain effective working relationships with public officials, civic leaders, city staff, and residents.
  • Knowledge of project management, City ordinances and standards; principals of public utilities, and public right-of-way.
  • Knowledge of City goals and objectives; City policies and procedures; personnel rules and regulations; safety practices and procedures; public relations; community resources and services; office practices and procedures; English grammar and spelling; local geographic area.

Responsibilities

  • Process all public right-of-way permits and easement encroachment permits in a timely manner, communicating with the permit applicant throughout the process.
  • Seek assistance when necessary with interpretation of the city's codified ordinances and regulations pertaining to permit applications.
  • Oversee the work of multiple contractors on several projects simultaneously.
  • Inspect the installation of public utilities, construction of roadways, and commercial site work.
  • Inspect all public right-of-way projects with an emphasis on safety and compliance with OSHA regulations.
  • Develop and/or improve upon the city's Right-of-Way program.
  • Coordinate with other city departments.
  • Investigate and address resident complaints.
  • Assist other service department staff and subcontractors in performing inspections of sediment and erosion control measures, particularly on projects where infrastructure has been accepted and homes are under construction.
  • Perform daily inspections of the city right-of-way to verify that all work is permitted and lawful, contractors have permits and are executing work as approved, and all work affecting traffic uses appropriate traffic control measures.
  • Coordinate with private utility providers concerning general maintenance of infrastructure in the city ROW (e.g., waterlines, hanging wires, broken pedestals, orphaned utility poles).
  • Maintain a private utility contact list.
  • Perform post-completion inspections of projects within the right-of-way, ensuring all disturbed areas are restored to acceptable standards.
  • Interact with the Grove City IS/GIS departments to maintain up-to-date online ROW information.
  • Execute all directives of the Administrative Assistant.
