The Department of Commerce, Division of Public Staff in Utilities Commission, is looking for an Public Utilities Regulatory Analyst I. The primary purpose of this position is to perform complex work activities of the Public Staff Energy Division on cases and projects involving utilities regulated by the North Carolina Utilities Commission. The position specializes in accounting/analyst work examining financial records of utility companies with complex financial structures and accounting systems. The position provides an excellent opportunity for motivated individuals who are ready to engage with other service-oriented professionals and contribute. This position DOES NOT involve traditional accounting duties such as recording agency financial transactions, managing agency fiscal programs, or agency budgeting. This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.

Requirements

  • Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP), investor-owned utility accounting practices, or regulatory accounting/financial matters, including the Uniform System of Accounts (USoA).
  • Experience in auditing and examining accounting and financial records and reports of companies (e.g. plant in service, depreciation, taxes, operations and maintenance expenses, and administrative and general expenses, ROI, general ledger, etc.).
  • Good written and oral communication skills to effectively communicate complex regulatory accounting/financial matters to targeted audience(s).
  • Ability to establish and maintain cooperative and effective relationships with fellow employees, regulators, utility representatives, other state and federal officials, and utility customers.
  • Bachelor’s degree in accounting, banking, finance, business administration, public administration, economics, or related discipline from an accredited institution and one year of directly related experience; Or; An equivalent combination of education and experience.

Responsibilities

  • Investigating and auditing financial transactions, accounting practices, and rate adjustment filings.
  • Writing testimony, affidavits, and other documents and preparing supporting schedules regarding adjustments, revenue requirements, appropriate accounting treatment of capital/expense items, establishment and compliance with regulatory conditions, utility tax treatment, affiliate contracts, and other accounting/financial matters.
  • Compiling, monitoring, auditing, and examining financial and/or program information sources for accuracy, integrity, and conformance to rules and regulations.
  • Presenting written or oral summaries/testimony/policy positions to internal management, stakeholders, and Commission(s).
  • Preparing and presenting financial analysis and reports; and conducting cost accounting/financial studies.
