About Austin Financial Services Our department provides a variety of financial services and programs. Austin Financial Services (AFS) serves residents, vendors, and City departments. Our mission is to serve as a trusted steward of public resources with integrity and accountability to ensure a fiscally sound city. Our staff supports a wide variety of financial processes, including preparing the annual budget and annual fiscal report, procurement processes, franchise agreements, real estate transactions, and overseeing the City’s investment portfolio and debt management. As an internal support function within the larger City organization, AFS is proud to serve and act as a leader in financial management to its partner departments. Job Description: Public Involvement & Real Estate Agent - Austin Financial Services Purpose: Responsible for meeting with customers and distribution designers on first contact field calls to negotiate the location of service and easements necessary for service connections or facility negotiation. Position Overview: This position will assist the Electric Utility Support Transmission/Substation Section of the Real Estate Division of the Financial Services Department with real estate transactions, including easement and property acquisitions and contract negotiations. If selected, you will also be responsible for meeting with customers and transmission designers to negotiate the service location and necessary easements. The individual in this position will: Contact customers and negotiate for easement or property acquisition and secure required easements and permits with cooperation of the customer. Drafts easement language and sketch attachments. Coordinate survey information, real property document research and permit research. Record documents at county courthouses. Buy and sell property. Arrange and conduct team meetings, neighborhood meetings, staff presentations, and notification and follow up for major transmission and distribution projects if needed Prepare monthly performance reports and maintains data base of acquisitions, releases and sales.

Requirements

  • Knowledge of easements, land development principles, contracts, right of way issues.
  • Knowledge of concepts of distribution design and facility placement.
  • Knowledge of City, County, and State permit processes.
  • Knowledge of City and County records research.
  • Knowledge of City of Austin subdivision codes and statutes.
  • Ability to read plans, field notes and topographic maps.
  • Skill in negotiating and conflict management.
  • Skill in operation of personal computer: spreadsheet, data base, presentation, and word processing software.
  • Skill in speaking, writing, and listening.
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Business, Geography, Planning, Real Estate, or in a field related to the job, plus four (4) years of related experience.
  • Experience may substitute for education up to four (4) years

Nice To Haves

  • Experience working with local, state, or federal government in a real estate capacity.
  • Experience working with utility providers.
  • Ability to manage competing priorities and projects in a fast-paced environment.
  • Excellent communication skills.
  • Experience utilizing ArcGIS Online and ArcPro for data creation or knowledge of City of Austin web-based applications and GIS tools.
  • Ability to travel to more than one work location.

Responsibilities

  • Prepares monthly performance reports.
  • Maintains data base of acquisitions, releases and sales.
