About The Position

Manchester Housing and Redevelopment Authority is seeking a knowledgeable, organized, and customer-focused Property Manager to oversee the day-to-day operations of public housing communities throughout the city of Manchester. This position plays a vital role in ensuring residents have safe, well-maintained housing while maintaining compliance with HUD regulations and providing exceptional customer service. The ideal candidate is an independent problem solver with strong leadership skills, excellent attention to detail, and the ability to balance resident relations, regulatory compliance, and operational oversight.

Requirements

  • Five (5) years of property management experience, preferably within a public housing/LIHTC environment.
  • Working knowledge of: HUD regulations
  • Fair Housing requirements
  • Housing assistance programs
  • Property management principles
  • Previous supervisory or team leadership experience.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to manage confidential and sensitive information with discretion.
  • Demonstrated ability to work effectively with individuals from diverse social, cultural, and economic backgrounds.
  • Valid driver's license and proof of personal automobile insurance.
  • Ability to obtain the Public Housing Manager (PHM) Certification within one year of hire.

Responsibilities

  • Manage the daily operations of assigned housing communities to ensure safe, efficient, and compliant property management.
  • Supervise and provide guidance, coaching, and performance feedback to assigned staff.
  • Maximize occupancy by conducting apartment showings, and coordinating resident move-ins.
  • Conduct annual and interim recertifications, income verifications, and rent calculations in accordance with HUD regulations.
  • Maintain accurate resident files and ensure compliance with HUD, Fair Housing, and other applicable federal, state, and local regulations.
  • Collect rent, prepare deposits, and monitor delinquent accounts.
  • Address resident concerns, investigate lease violations, document interactions, and coordinate appropriate resolutions.
  • Manage lease enforcement activities, including preparation of notices and documentation.
  • Conduct regular inspections of buildings and grounds to identify potential maintenance needs, safety concerns, and opportunities for improvement.
  • Monitor Enterprise Income Verification (EIV) reports and ensure program compliance.
  • Review and assist with processing Reasonable Accommodation and VAWA requests.
  • Collaborate with community agencies, social service providers, law enforcement, and internal departments to support resident stability and property operations.
  • Provide training, mentoring, and support to office staff and recommend professional development opportunities.
