Public Health Technician

Air National Guard Units•March AFB, CA

About The Position

This permanent, Title 5 excepted-service Public Health Technician position is in the Medical Group at an Air National Guard Wing and is part of the CA 163 ATKW. The role supports Force Health Protection through planning, evaluation, and management of epidemiological, operational, occupational, and public health programs. Areas include occupational health, hearing conservation, reproductive health, bloodborne pathogen exposure control, communicable disease control, immunization, disease-vector and epidemiological surveillance, aircraft inspections, facility sanitation, food safety and vulnerability, health risk assessment, medical intelligence, and operational medicine. The technician works with workplace supervisors to establish occupational-health surveys, provide education, develop and track training, research requirements, and coordinate program delivery. The role reviews pre-placement occupational health medical examinations (OHMEs) and recommends job-placement suitability; evaluates OHME program effectiveness and quality; documents trends; and reports findings to appropriate councils, committees, and wing leadership. It also audits records under occupational review, flags cases for committee review and follow-up, and communicates trend analyses and required actions to supervisors. For potential bloodborne-pathogen exposure incidents, the technician ensures appropriate documentation and follow-up methods, including patient interviews and recordkeeping, and provides medical-profile recommendations to health care providers regarding workplace restrictions. The position is within state National Guard infrastructure and support functions. The incumbent is not subject to mobilization, does not perform work that is part of the military mission, and does not perform an inherently military key advisory or essential administrative role. The position must either have no comparable military function, be needed in a full-time civilian role for continuing post-mobilization functions, or require technical expertise or professional qualifications not readily available in the state's military force.
