About The Position

The main purpose of this full-time merit position is responsible planning and operationalizing, as required, Public Health Emergency preparedness and response activities. This individual directs the daily operations and administration of the Garrett County Health Department (GCHD) Emergency Preparedness (EP) program including: Budget preparation and oversight; Development of response plans; Training staff on these plans including incident management team; Testing plans through the development of exercises and drills. This position includes reporting on performance measures and is accountable for guiding the development of strategic and long-term agency planning for biodefense and all-hazards emergencies, which includes research and development of policies. This position requires significant coordination among federal, state, and local agencies, community groups and businesses, and the public. This position will review, evaluate, and assist in the development of agency policies, procedures, and plans through an EP lens. This position will also take a leadership role in agency and county wide emergency preparedness exercises. This individual represents the county as the jurisdictional Public Health Emergency Planner (PHEP). Response outside of normal business hours is required and expected as necessary for the duties and responsibilities of this position. Additionally, this position chairs and facilitates the EP/risk management committee.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Two years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.
  • Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

Responsibilities
