About The Position

Performs administrative and high-level managerial functions as Division Director of the public health program in the area of Population Health and Education. The Division Director for Population Health & Education provides strategic leadership and oversight for community health improvement, disease and injury prevention, health education, maternal and child health initiatives, and community health planning activities. The position is responsible for advancing priority public health programs and population-based strategies that address social determinants of health and improve community well-being, including Every Baby Guilford and infant mortality prevention, health promotion/chronic disease prevention, HIV/STI/Hepatitis C prevention, teen pregnancy prevention, substance use and overdose prevention, violence prevention, injury prevention, and behavioral health initiatives. The Division Director leads the development and implementation of the Community Health Assessment (CHA) and supports Community Health Improvement Plan (CHIP) activities, while overseeing staff, budgets, grants, and community partnerships to implement evidence-informed strategies that improve health outcomes and address priority community health needs in Guilford County.

Requirements

  • Knowledge of public health principles, population health strategies, social determinants of health, and evidence-based practices related to health promotion, disease and injury prevention, maternal and child health, communicable disease prevention, violence prevention, and substance use prevention.
  • Knowledge of Community Health Assessment (CHA), Community Health Improvement Plan (CHIP), public health accreditation standards, program evaluation, performance management, quality improvement methodologies, and the use of data to guide public health decision-making.
  • Skill in providing strategic leadership and managing complex public health programs, initiatives, personnel, budgets, grants, contracts, and organizational resources in a governmental or community-based setting.
  • Skill in mangaging, motivating, and mentoring high performing public health professionals in a fast changing environment.
  • Skill in analyzing and interpreting public health data, identifying community health trends and disparities, assessing social and environmental factors that influence health outcomes, and translating findings into effective policies, programs, and interventions.
  • Skill in developing and sustaining collaborative relationships with healthcare organizations, community-based organizations, educational institutions, government agencies, philanthropic organizations, and other stakeholders to advance community health priorities.
  • Ability to lead community health planning efforts, including the development and implementation of the Community Health Assessment and Community Health Improvement Plan, and to coordinate cross-sector initiatives that address priority health issues, social determinants of health, violence prevention, substance use prevention, and injury prevention.
  • Ability to communicate effectively with diverse audiences, facilitate collaboration and consensus among stakeholders, represent the department in public forums and policy discussions, and lead organizational change to achieve measurable public health outcomes.
  • Skills in Microsoft Office and public health data/reporting systems.
  • Bachelor’s degree in Health Administration, Public Health, Nursing, social or physical sciences or psychology or other related field and five years of management experience in a health and human services agency, four of which must have been in a health related field OR Master’s Degree in above majors and three years of experience in a health and human services agency.
  • Each additional year of approved formal education may be substituted for one year of required work experience.

Responsibilities

  • Provides strategic leadership, direction, and oversight for the Population Health & Education Division, including community health improvement, disease and injury prevention, maternal and child health, health education, substance use prevention, violence prevention, and initiatives addressing social determinants of health.
  • Leads the development, implementation, and monitoring of the Community Health Assessment (CHA), Community Health Improvement Plan (CHIP), State Of The County Health(SOTCH) report, and other community health planning processes in collaboration with internal and external partners.
  • Supervises, coaches, and evaluates division managers and staff, ensuring accountability, professional development, workforce engagement, and high-quality program operations.
  • Oversees the planning, implementation, evaluation, and continuous improvement of division programs, including Every Baby Guilford, Health Promotion, ITTS, Smart Girls, substance use and overdose prevention, violence prevention, injury prevention, behavioral health, and Hepatitis C initiatives.
  • Develops and maintains strategic partnerships with healthcare systems, community organizations, educational institutions, government agencies, philanthropic organizations, and other stakeholders to advance community health priorities and address social determinants of health.
  • Directs the administration of division budgets, grants, contracts, and other resources to ensure compliance, sustainability, and achievement of program objectives.
  • Represents the department with community groups, advisory boards, elected officials, funders, and other external partners regarding population health, community health priorities, prevention initiatives, and strategic public health efforts.
  • Other duties as assigned by the Public Health Director and Assistant Public Health Director depending on needs in the community and emerging issues.
