About The Position

Ho'olaulima Government Solutions LLC (HGS) is seeking a Public Affairs Specialist to provide on-site public affairs and strategic communications support to JTF-M/JPMO in Guam. This role involves tactical and strategic development of communication deliverables and plans, public affairs engagement, and supporting public relations and community engagement activities for major MILCON infrastructure initiatives. The specialist will advise leadership on various communication platforms, analyze communication data, conduct media monitoring, and provide media training. This position requires travel throughout CNMI, FSM, and the Republic of Palau.

Requirements

  • At least one year of specialized experience which includes experience planning for and managing public affairs communications via official Public Affairs platforms or a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Communications, Journalism, Graphic Design.
  • Experience in public affairs organizations is required, unless waived by Project Officer.
  • Skilled in Communications and Media
  • Skilled in various current technology

Nice To Haves

  • Experience as a Public Affairs Officer at any Department of Defense organization is preferred.
  • Experience with Public Affairs Policies and Procedures is desirable but not required

Responsibilities

  • Provide on-site public affairs and strategic communications support to JTF-M/JPMO in Guam, with travel throughout CNMI, FSM, and the Republic of Palau as required.
  • Be responsible for the tactical and strategic development of communication deliverables and plans and of Public Affairs engagement on behalf of Joint Task Force Micronesia and in support of the Public Affairs organizations.
  • Support public relations and community engagement activities for major MILCON infrastructure initiatives, including coordinating media interviews and embeds, environmental scoping meetings, environmental impact statement briefings, and community project updates.
  • Develop and manage accurate, effective communications regarding JTF-M programs, policies, issues, and activities for internal and external audiences.
  • Advise leadership and staff on social media, websites, public affairs, strategic communications, and community relations.
  • Provide technical and administrative support to Government officials during meetings and engagements with government ministries and agencies.
  • Analyze communications data and provide technical recommendations to support strategic communication requirements.
  • Prepare technical data and draft communications for Government review and approval.
  • Conduct media monitoring and sentiment analysis to identify emerging narratives and misinformation that could affect mission security.
  • Develop and provide media training to JTF-M/JPMO leadership and personnel participating in public engagements throughout the region.
  • Edit, organize, and manage photography, video, and other visual media products supporting USINDOPACOM posture initiatives.
