About The Position

This role serves as a dedicated onsite PTW and BBS Coordinator, responsible for the day-to-day Permit to Work (PTW) and behavioral-based safety (BBS). The coordinator acts as a visible safety leader in the field, working directly with construction teams and subcontractors to ensure all work is properly planned, authorized, and executed safely. The position contributes to the PTW process onsite, ensuring risks are identified, mitigated, and continuously managed throughout execution.

Requirements

  • Bachelor’s Degree in HSE, Occupational Safety, Safety Engineering, Environmental Engineering, Industrial Engineering, Chemical Engineering, Environmental & Safety Management or related HSE or Engineering degrees
  • At least 2 years experience in training and HSE program delivery
  • Digital skills to work on digitalization of HSE processes

Responsibilities

  • Serve as the onsite coordinator and gatekeeper of the Permit to Work system.
  • Review, validate, and authorize permits for high-risk activities (hot work, confined space, LOTO, working at height, excavation, etc.).
  • Ensure all permits are supported by approved JSAs, method statements, and required isolations/controls.
  • Coordinate with construction and subcontractors to plan and sequence daily work activities in alignment with PTW requirements.
  • Perform field verification prior to work start to confirm conditions match permit requirements.
  • Monitor active work fronts to ensure ongoing compliance with issued permits.
  • Manage permit closure, handover, and ensure accurate documentation of completed work.
  • Set up and manage the SOR participation program for craft personnel and staff. Define participation ratios and support weekly & monthly reporting of SOR by category.
  • Set up monthly HSE input lunches for personnel to express concerns followed by a TEN/Subcontractor management review to address and provide feedback on concerns.
  • Set up award recognition program.
  • Validate and monitor subcontractor’s short service worker program.
  • Monitor project drug testing requirements and validation reports from subcontractors.
  • Monitor craft personnel training information provided by subcontractors and validate documentation from subcontractors that craft personnel are trained in rigging, confined space, fall protection, etc.
  • Actively lead Behavioral-Based Safety efforts in the field through daily engagement with crews.
  • Conduct frequent site safety walks, observations, and real-time coaching to reinforce safe behaviors.
  • Intervene and correct at-risk behaviors immediately, ensuring accountability at all levels.
  • Recognize and reinforce positive safety behaviors to strengthen site culture.
  • Track and communicate trends from observations to drive continuous improvement.
  • Coordinate with multiple subcontractors to ensure all daily activities are properly planned, permitted, and safely executed.
  • Maintain a constant presence in the field, proactively identifying hazards and resolving issues before work proceeds.
  • Serve as a key point of contact between construction, subcontractors, and HSE leadership for real-time safety decisions.
  • Ensure compliance with PPE requirements, housekeeping standards, and safe work procedures across all work fronts.
  • Continuously assess site conditions to identify emerging risks and changing work conditions.
  • Support and participate in incident investigations, focusing on both behavioral and procedural gaps.
  • Drive implementation of corrective actions and lessons learned directly in the field.
  • Monitor leading indicators such as near misses, unsafe acts, and permit deviations.
