About The Position

The Oregon Department of Corrections is hiring one Psychiatrist to provide psychiatric assessment and psychotropic medication management services to adults in custody who suffer from mental illness. This role involves coordination of care with other healthcare professionals, referral of patients to appropriate programs, and adherence to medical best practices and regulatory guidelines. The psychiatrist will operate under the clinical supervision of the Chief of Psychiatry and the administrative supervision of the institution Behavioral Health Services (BHS) manager, practicing within the guidelines of the Oregon Medical Board. The position is primarily located at the Oregon State Penitentiary in Salem, with potential work at the Coffee Creek Correctional Facility in Wilsonville. This position requires on-site/in-person work, but a hybrid schedule may be possible. This recruitment will be used to establish a list of qualified applicants and could be used to fill future vacancies.

Requirements

  • Hold a valid medical degree (M.D. or D.O.).
  • Completed an approved psychiatric residency.
  • Board-eligible or board-certified in general adult psychiatry.
  • Licensed to practice medicine without restrictions within the state of Oregon.
  • Maintain a valid individual federal DEA certification.
  • Maintain an up-to-date CPR certification.
  • A current unrestricted license to practice medicine issued by the Oregon Medical Board.
  • A valid individual DEA certification.
  • Legally eligible to work in the US.
  • General knowledge of information and techniques needed to diagnose and treat mental disorders, including symptoms, treatment alternatives, drug properties, drug interactions, and preventive health care measures.
  • General knowledge of principles and practice of medicine.
  • General knowledge of human anatomy and physiology, microbiology, pathology, nutrition, and pharmacology.
  • General knowledge of human behavior and growth.
  • General knowledge of community resources for patient referral.
  • Skills in treating affective illness and distress, mood disorders, anxiety disorders, substance use disorders, persistent mental illness, and survivors of sexual assault.
  • Skills in therapeutic treatments, use of examination instruments, and administration of medications with an emphasis on psychotropic medications.
  • Skills in psychiatric assessment, including mental status examinations, laboratory tests, and other diagnostic procedures, analysis of data, and problem identification.
  • Skills in developing and modifying treatment plans, including further diagnostic studies, therapy, patient education, and identification of parameters for follow-up.
  • Critical thinking, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Ability to work with aggressive, abusive, or combative patients.
  • Ability to communicate orally and in writing with a variety of individuals ranging from health care professionals to laypersons.
  • Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.

Responsibilities

  • Performs psychiatric assessments through direct observation, interviews, review of prior records, laboratory and imaging results, and medical history.
  • Gathers collateral information from prior and current providers, and consults with QMHPs and other prescribers, to clarify mental health diagnoses and acuity.
  • Provides direct psychiatric services to an identified population of incarcerated persons who suffer from mental illness.
  • Assesses the need for and prescribes appropriate psychotropic medication as well as management of side effects and other adverse reactions.
  • Prescribes medications utilizing the ODOC formulary and seeks prior approval for the use of nonformulary medication.
  • Orders and reviews appropriate laboratory and imaging studies.
  • Schedules patient follow ups in a timely fashion and in accordance with established BHS policy.
  • Operates as part of a multidisciplinary treatment team, seeking relevant input from team members in a proactive fashion.
  • Seeks consultation from other prescribers and the Chief of Psychiatry as indicated.
  • Provides consultation services to general medical providers, psychiatric nurse practitioners, and QMHPs.
  • Completes clinical documentation in the medical record, in a timely manner using standard SOAP format.
  • Ensures informed consent for all medications prescribed has been appropriately documented in the medical record.
  • Responds to offender communication forms and grievances according to ODOC policies and procedures.
  • Completes Provider Service Records as needed, in a timely and accurate manner, to chronicle diagnosis and level of functioning.
  • Helps to ensure medication continuity is achieved by monitoring release dates for patients on their caseload, coordinating with medical services personnel, and providing timely prescriptions for release medications.
  • Completes referrals to community providers as indicated.
  • Prepares reports and testifies as an expert witness or witness of fact when appropriate.
  • Refers patients as indicated for medical evaluation and/or treatment that is outside their scope of clinical practice.
  • Maintains required levels of continuing medical education and documentation of same.
